DAVENPORT, Iowa – On February 14, 2018, Chief United States District Court Judge John A. Jarvey sentenced Michele Lynn McGee, 45, of Bettendorf, Iowa, to 72 months in prison for five counts of wire fraud and one count of benefits fraud, announced United States Attorney Marc Krickbaum. McGee was also ordered to serve 3 years of supervised release following her imprisonment, and pay $600 to the Crime Victims’ Fund. McGee was also ordered to self-surrender to the designated prison.

On August 28, 2017, McGee pled guilty to the charges, which arose from an investigation initiated by the Bettendorf Police Department and further pursued by the Federal Bureau of Investigations. As stated in the plea agreement, McGee defrauded UbiCare, a healthcare solutions company out of Boston, Massachusetts, that markets interactive mobile messaging to healthcare providers throughout the country. They hired McGee as the director of sales attempting to expand into the Midwest market. McGee was employed from May 12, 2014, through February 12, 2015. Between those dates, McGee purportedly signed five new clients (hospitals) to contracts with UbiCare totaling $1,896,375, all of which were fraudulent, in that all of the contracts contained a forged signature placed there by McGee. McGee was paid a salary, commission, and bonuses totaling $115,973. During the execution of a search warrant at McGee’s residence, McGee admitted that she drafted the five fraudulent contracts. McGee was ordered to pay $115,973 in restitution to UbiCare.

Further investigation revealed that beginning in February 2012, McGee received Supplemental Nutrition Assistance Program (SNAP) benefits and received Title XIX Medicaid benefits through the Iowa Department of Human Services (DHS). These benefits continued monthly until July 2014. During that time period, McGee received over $11,000 in fraudulent food stamps and Medicaid benefits by not reporting her household earnings. McGee admitted that she knowingly withheld household income information from DHS because she believed her public aid would be cancelled if DHS was aware of it. McGee was ordered to pay the State of Iowa $11,514.91.

From February 2012 until August 2012, McGee worked from home for RXS Group, LLC, a company located in Utah. McGee represented to RXS that she obtained a contract with the Nevada prisons for RXS to provide pharmaceutical medications for a five-year period. The contract was fraudulent and contained a forged signature placed there by McGee. Based on the contract, RXS drew up a business plan for expanded operations in Nevada which included entering into purchase agreements for a pharmacy and equipment needed to package the medications, suffering a substantial loss. McGee was ordered to pay restitution to RXS in the amount of $384,869.57.

This matter was investigated by Bettendorf Police Department, and the Federal Bureau of Investigations. This case was prosecuted by the United States Attorney’s Office for the Southern District of Iowa.

A federal grand jury indicted Clint D. Jackson, 26, of Elyria, on multiple firearms and narcotics offenses, said United States Attorney Justin E. Herdman.

The indictment charges that Jackson, who had previously been convicted of two felonies, possessed three different firearms in January of 2018.  The indictment also charges Jackson with seven counts relating to the distribution of fentanyl and cocaine, one count of possessing a firearm in furtherance of a drug trafficking crime, and one count of selling or transferring firearms to a prohibited person.

The case was investigated by the Elyria Police Department and the ATF.  Assistant U.S. Attorney James Lewis is prosecuting the case.

If convicted, the defendant’s sentence will be determined by the court after review of factors unique to this case, including the defendant’s prior criminal record, if any, the defendant’s role in the offense, and the characteristics of the violation.  In all cases, the sentence will not exceed the statutory maximum and in most cases it will be less than the maximum.

An indictment is only a charge and is not evidence of guilt.  A defendant is entitled to a fair trial, in which it will be the government’s burden to prove guilt beyond a reasonable doubt.

A Concord Township man was indicted for child pornography crimes, said U.S. Attorney Justin E. Herdman.

Ronald B. Goldfarb, 62, was charged with receiving, distributing and possessing visual depictions of minors engaged in sexually explicit conduct.

The indictment charges that from on or about January 1, 2017, through on or about April 12, 2017, Goldfarb knowingly received and distributed numerous computer files which contained visual depictions of real minors engaged in sexually explicit conduct. The indictment also charges that on or about May 4, 2017, Goldfarb possessed a computer tower, external hard drives, and other computer storage devices that contained child pornography.

If convicted, the defendant’s sentence will be determined by the Court after review of factors unique to this case, including the defendant’s prior criminal record, if any, the defendant’s role in the offense and the characteristics of the violation.  In all cases the sentence will not exceed the statutory maximum and in most cases it will be less than the maximum.

This case is being prosecuted by Assistant U.S. Attorney Carol M. Skutnik following an investigation by Special Agent Charles Sullivan of the FBI’s Youngstown office.

Mansfield man charged with stalking

A Mansfield man was charged with stalking, said U.S. Attorney Justin E. Herdman.

Gary L. Fisher, 44, used the mail in August 2017, in an attempt to cause emotional distress to the victim, according to the indictment.

Arrests made in connection with attempted murder of police officer – Aylesbury

The force was called to Market Square at 3.18pm on Tuesday (13/2) after reports that a red Vauxhall Astra had collided with a police officer.

The vehicle failed to stop following the collision with the officer, who was on-duty at the time of the incident.

The officer was taken to hospital with head injuries and has since been discharged from hospital.

A 20-year-old man from High Wycombe was arrested in the early hours of today (15/2) on suspicion of attempted murder.

A 27-year-old woman from High Wycombe was also arrested in the early hours of today on suspicion of assisting an offender.

They are both in police custody at this time.

A man has been jailed for 12 years after being found guilty of historic indecent assaults against girls under the age of 14.

John Robinson, 77 (08.01.41) of Brighton Road, Purley appeared at Croydon Crown Court on Tuesday, 13 February, where he was sentenced to 12 years’ imprisonment to serve a minimum of six years before being eligible for parole.

The matter was first reported to police on 9 April 2014.

Robinson was accused of abusing the victims, all girls, who were all aged between eight and 14 years at an address in Croydon in the 1980s.

An investigation was launched and Robinson was arrested on 23 April 2014. Detectives began to piece together the evidence and build a case against Robinson. After painstaking work, on 8 April 2017, Robinson was charged with 11 counts of indecent assault on girls under the age of 14 years relating to five separate victims.

Robinson first appeared at Croydon Magistrates’ Court on 9 May where he pleaded not guilty to the offences. However following a trial at Croydon Crown Court he was found guilty of all 11 offences on Tuesday, 13 February. He was sentenced on the same day.

PC Beth Spence, the investigating officer from the Met’s Child Abuse and Sexual Offences Command, said: “Robinson abused five young girls in the 1980’s under the guise of sexual education and preparing them for adulthood.

“I would like to pay tribute to the victims who have been incredibly patient with this long running criminal investigation and who were exceedingly courageous to give evidence against their abuser. I hope this verdict provides them with a measure of comfort and closure.”

Murder investigation begins following fatal stabbing of 17-year-old in Newham

A murder investigation has been launched after a teenage boy was fatally stabbed in Canning Town.

Police were called by the London Ambulance Service shortly after 20:00hrs on Wednesday, 14 February to reports of a male suffering stab injuries on Goldwing Close, E16.

Officers attended. The victim, believed to be aged 17-years-old, was pronounced dead at the scene at 20:38hrs.

Police are in the process of informing next of kin.

A post-mortem examination will be held in due course. Formal identification awaits.

The Homicide and Major Crime Command is investigating.

There have been no arrests at this stage and enquiries continue.

A vehicle was later found abandoned in Freemasons Road near the junction with Victoria Dock Road, E16. Officers are examining the vehicle to establish whether it is linked to the earlier incident.

A/Detective Inspector Perry Benton said: “At this very early stage we are still piecing together what exactly has happened. However we believe the 17-year-old victim has lost his life following a sustained and possibly targeted attack.

“We would urge anyone who witnessed the incident, or who has any information, to come forward and speak to police as soon as possible.”

SYRACUSE, NEW YORK – Jeffrey Lazare, age 47, of Hogansburg, New York, pled guilty today to failing to maintain required records relating to the manufacture and sale of cigarettes, announced United States Attorney Grant C. Jaquith and Tom Crone, Assistant Administrator for Field Operations, U.S. Alcohol and Tobacco Trade and Tax Bureau (TTB). Sentencing is scheduled for June 7, 2018, in Utica, New York.

In pleading guilty, Jeffrey Lazare admitted that from January 2014 through August 2014, in Franklin County, he shipped, sold, and distributed quantities of cigarettes in excess of 10,000 in single transactions and failed to maintain required information about these transfers as required by federal law. Lazare further admitted that during this period his business generated proceeds of at least $3,500,000.00 from his unlicensed cigarette manufacturing operation.

As part of his guilty plea today, Lazare admitted that on numerous occasions between January 2014 and August 2014, as the sole owner of Braves Manufacturing and/or Braves Packaging, he shipped, sold, or distributed quantities of cigarettes in single transactions involving in excess of 10,000 cigarettes, to numerous tobacco and cigarette vendors. Lazare failed to keep required records concerning the shipment, sale, and distribution of cigarettes, which records are mandated to include the identity of, and shipping information for, the purchaser.

Lazare also admitted that his failure to maintain required records was part of an effort to avoid paying the Federal Excise Tax (FET) on the cigarettes he manufactured and distributed, and that the thirty-eight (38) separate sales of 10,000 or more cigarettes were subject to an FET of at least $247,623.60 that was not paid. 

The plea agreement in this case calls for a recommended sentence for Lazare of one year and a day imprisonment, and forfeiture of $3,500,000, which includes $957,065.00 seized by federal authorities from the defendant’s bank account in 2013.  The Court can also impose a term of supervised release of up to one year.  A defendant’s sentence is imposed by a judge based on the particular statute the defendant is charged with violating, the U.S. Sentencing Guidelines and other factors.

This case was investigated by the U.S. Alcohol and Tobacco Trade and Tax Bureau (TTB) and is being prosecuted by Assistant U.S. Attorney Carl Eurenius.

Further appeal for information after Enfield man shot dead

Detectives investigating a murder in north London have named the victim as they continue to appeal for information about the ‘targeted hit’.

Police were called at 23.44hrs on Monday, 12 February, to Mount Pleasant, at the junction with Edgeworth Road, Barnet EN4 to reports of shots fired.

Officers attended, including specialist firearms officers, and found the man suffering from gunshot wounds. Despite the best efforts of London Ambulance Service and London’s Air Ambulance colleagues, he was pronounced dead at the scene at 00.15hrs.

Next of kin have been informed. While formal identification has yet to take place, officers are satisfied that the victim is Bulent Kabala, 41, (05.10.76) of Enfield. His next of kin have been informed.

A post-mortem examination is due to be held on Thursday, 15 February, at Northwick Park mortuary.

There have been no arrests.

Detective Chief Inspector Noel McHugh of the Met’s Homicide and Major Crime Command, who is leading the investigation, said: “Our investigation is in its early stages, but everything would suggest that this was a targeted ‘hit’.

“I want to build up a picture of why someone would have wanted to kill Bulent Kabala.

“Bulent was driving a silver Mercedes, which he had been using in his work as a taxi driver. For some reason, Bulent appears to have got out of his car having started to negotiate a roundabout when a number of suspects got out of a blue van and several shots were fired, fatally wounding Bulent.

“The suspects then got back into the van and drove from the scene in the direction of Edgeworth Road, turning right into Park Road.

“It is vital that we hear from anyone who witnessed this incident, and from anyone who can help us understand more about Bulent’s life and the people he associated with.

“Any fragment of information could assist the investigation. Please do not assume that we already have your information.

“I understand that some people may be reluctant to call police, but we urgently need your assistance in building up a picture of Bulent’s life and the events surrounding his death. Your call will be treated in the strictest of confidence.”

Detectives are appealing for witnesses after a man died following a suspected collision with a vehicle in Ladbroke Grove.

At some point between 17:15hrs and 17:30hrs on Friday, 26 January, an 86-year-old man is believed to have been struck by a vehicle on Ladbroke Grove close to the Sainsbury’s Superstore. The man may have been walking on a zebra crossing at the time.

The driver of the vehicle is not believed to have stopped. However, officers have been advised that a second car may have stopped and taken the victim to hospital.

The injured man died at hospital on Tuesday, 13 February. His next of kin have been informed.

A post-mortem examination and formal identification will be arranged in due course.

Detectives from the Met’s Roads and Transport Policing Command are investigating.

They would like to speak with anyone who was in the area at the time who may have information regarding the circumstances of the collision.
