U.S. Marshals Arrest 2 Cleveland Homicide Suspects in One Home

Warrensville Heights – This morning, members of the U.S. Marshals Service, Northern Ohio Violent Fugitive Task Force (NOVFTF) located and arrested Jason Wilder, 25, and Jaden Hughey, 19. Wilder and Hughey were wanted by the Cleveland Division of Police for aggravated murder.

According to police, on May 26, 2023, Cleveland Police responded to the area of E. 156th Street and Lakeshore Boulevard in connection to gunshots being reported in that area. When officers responded they located a blue sedan parked in the middle of the intersection. Inside the vehicle was a deceased juvenile male, who had sustained approximately 16 gun shot wounds to the head and chest. A second juvenile was located on scene with a gun shot wound to the leg. It is alleged that Wilder and Hughey, occupying another vehicle, pulled up next to the blue sedan, exited and then opened fire on the sedan, killing one male juvenile and injuring the other. Wilder and Hughey then fled the scene.

Investigators from the Northern Ohio Violent Fugitive Task Force developed information that Wilder and Hughey were living in the same residence in Warrensville Heights. This morning, members of the Northern Ohio Violent Fugitive Task Force arrested Wilder and Hughey at a residence near the 23700 block of Banbury Circle in Warrensville Heights. Two AR-15 style rifles were also seized at the time of arrest.

U.S. Marshal Pete Elliott stated, “The outstanding investigative work by the Cleveland Division of Police, homicide division lead to the identification of these suspects, which culminated into safe arrests. Two violent fugitives and two assault rifles are off the streets of Cleveland today.”

Cleveland Homicide Suspect Arrested in Des Moines

Des Moines, IA – Members of the U.S. Marshals Southern Iowa Fugitive Task Force, in coordination with the Altoona Police Department, the Iowa State Patrol, and the Metro STAR  (Special Tactics and Response) Team, arrested a homicide suspect in the 3600 block of Holcomb Avenue on Thursday night.

The arrest of Wylee Darzay Orr, Jr., 27, ended a nearly two-year search for the suspect who is accused of fatally shooting Jamal Fitch on East 38th Street in Cleveland, Ohio on August 11, 2021. 

Orr will be held at the Polk County Jail awaiting extradition back to Ohio.

U.S. Marshals, ATF Offer Combined Reward of up to $15K for Info Leading to ID, Apprehension of Person who Shot Birmingham Firefighters

Birmingham, AL – The U.S. Marshals are offering up to $10,000 and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) another $5,000 for information that leads to the identity and capture of the person who ambushed and shot two Birmingham firefighters on July 12, 2023.

Firefighter Jordan Melton died from his injuries Monday evening. He’d been with Birmingham Fire and Rescue for a little more than a year and recently graduated from the recruit academy.

The other firefighter, Jamal Jones, remains in the hospital in critical condition.

The U.S. Marshals Service (USMS) Gulf Coast Regional Fugitive Task Force and ATF investigators responded to Birmingham Fire Station No. 9 after receiving notification of the shooting and began looking for the dangerous subject at large.

Investigators with the task force and the ATF canvassed the neighborhood and learned that the suspect vehicle had been seen in the area about 30 minutes prior to the shooting.  

The USMS has declared this a major case investigation and are working jointly with the ATF, as well as the Birmingham Police Department. U.S. Marshals Task Force Arrests Arizona Homicide Suspect

Des Moines, IA – Members of the U.S. Marshals Service Southern Iowa Fugitive Task Force – including the USMS, Polk County Sheriff’s Office, 5th Judicial District Fugitive Unit, and Homeland Security Investigations – arrested a homicide suspect in the 4900 block of NE 14th Street late Thursday night. The Mid-Iowa Narcotics Enforcement Task Force also assisted with the arrest.

Turrail Demone Lightfoot, 45, had been sought by Arizona authorities since August 25, 2022. According to the Phoenix Police Department, that is when they believe Lightfoot shot and killed Latoya Davis, 37, near 25th Street and Adams in Phoenix. Lightfoot is also accused of shooting another victim during the same incident who suffered non-life-threatening injuries.

“The Arizona WANTED Task Force is grateful for the quick action and successful apprehension of Lightfoot by the Marshals Southern Iowa Fugitive Task Force,” said Acting U.S. Marshal, Van Bayless. “Lightfoot is a dangerous fugitive who has shown complete disregard for the community here in Phoenix and soon will return to answer for his violent actions.”

Lightfoot will be held at the Polk County Jail awaiting extradition back to Arizona.

“The Polk County Sheriff’s Office remains dedicated to its partnerships with local and federal agencies,” said Polk County Sheriff Kevin Schneider. “This partnership has shown its success with two major arrests in the past week. This is the dedication all law enforcement agencies have to public safety.”

Lightfoot is the third suspect wanted on violent criminal charges who has been arrested by the SIFTF this month. On July 20, members of the SIFTF arrested Wylee Orr, 27, in the 3600 block of Holcomb Avenue in Des Moines. Orr is facing homicide charges in Cleveland, Ohio, stemming from a shooting that occurred there in 2021. On July 14, acting upon information provided by the SIFTF, members of the USMS Great Lakes Regional Fugitive Task Force arrested Leroy Buttrom, 44, in the 2500 block of Promenade Way in Portage, Indiana. Buttrom is accused of shooting another man in the parking lot of a Des Moines hotel in October 2022.

“Once again, the apprehension of this wanted subject from Arizona shows the importance of agencies working together,” said Ted Kamatchus, U.S. Marshal for the Southern District of Iowa. “Whether it is within Southern Iowa or from across the Nation, we are proud of the men and women who work as one unit in locating these violent individuals.”

U.S. Marshals Arrest Fugitive in Maine Wanted for Kidnapping and Murder in Texas

Bangor, ME – The U.S. Marshals Service (USMS), Maine Violent Offender Task Force (MVOTF) announce the arrest of Christopher Ratcliff, 36, of Gilmer, Texas.

Ratcliff was wanted by authorities for warrants issued out of Harrison County, TX, for First Degree Murder, Aggravated Kidnapping with a deadly weapon, and Aggravated Assault with a deadly weapon. The USMS, Joint East Texas Fugitive Task Force provided investigative leads to the USMS MVOTF requesting assistance in locating and apprehending Ratcliff in Maine.

Through a collaborative law enforcement effort, authorities developed information which led investigators to Bangor, ME. Task Force members were able to identify Ratcliff as a passenger in a motor vehicle and were able to safely apprehend him without incident.

Ratcliff is charged as a Fugitive from Justice and will be arraigned in Maine pending his extradition back to Texas.

The USMS, Maine Violent Offender Task Force received significant assistance by the USMS, Eastern District of Texas, Joint East Texas Fugitive Task Force. U.S. Marshals Arrest Murder Suspect in Springfield, Ohio

Dayton, OH – The U.S. Marshals’ Southern Ohio Fugitive Apprehension Strike Team (SOFAST) arrested fugitive Kedric Holt in Springfield, Ohio on July 26, 2023, at approximately 6:30 a.m. Holt was wanted by the Springfield Police Division for the murder of Gregory Wells on July 8, 2023. After a criminal investigation conducted by Springfield Police, a warrant was obtained for Holt from the Clark County Common Pleas Court. Court documents indicate Holt is facing two counts of murder, two counts of discharging a firearm, improper handling of a firearm, felonious assault, and tampering with evidence. Holt has been booked into the Clark County Jail and now awaits his court appearance.

U.S. Marshals Arrest Rape Suspect in Cleveland, Ohio

Dayton, OH – The U.S. Marshals’ Southern Ohio Fugitive Apprehension Strike Team (SOFAST) with the assistance of the Northern Ohio Violent Fugitive Task Force (NOVFTF) arrested fugitive Augustine Rosales in Cleveland, OH on July 26, 2023, at approximately 12:45 p.m. Rosales had an active Montgomery County Municipal arrest warrant for rape of a minor under 13, sexual battery, and unlawful sexual conduct with a minor. The Dayton Police Department investigated and filed charges for the alleged criminal conduct by Rosales. Rosales has been booked into the Cuyahoga County Jail and now awaits extradition to Montgomery County, Ohio for his court appearance.

U.S. Marshals, Arkansas Partner Agencies Apprehend Nearly 200 in Dragnet

Little Rock, AR – From July 19 – 21, the U.S. Marshals Service Eastern Arkansas Fugitive Task Force partnered with the Arkansas State Police, Arkansas Community Corrections, Little Rock Police, North Little Rock Police, Maumelle Police, Jacksonville Police, and the Pulaski County Sheriff’s Office in a joint effort to locate and apprehend wanted and repeat offenders from the streets of Central Arkansas. 

“Operation Xtended Stay” was a coordinated dragnet that resulted in the arrests of almost 200 wanted individuals. 

The combined efforts of these law enforcement agencies resulted in the safe apprehension of two capital murder suspects and one person wanted for felony manslaughter. Four arrest warrants were executed on first-degree battery charges, eight for aggravated assault, 19 on weapons violations, four robbery suspects, 12 convicted sex offenders wanted for failing to register, 59 felony narcotics warrants, three federal probation violations, and eight state probation/parole absconders. Also, during this three-day initiative nine illegal weapons were seized, along with significant quantities of methamphetamine, Ketamine, and fentanyl.

“The U.S. Marshals Service will not relent in its efforts to combat violent crime,” said Chief Deputy U.S. Marshal for the Eastern district of Arkansas Cory Harris, “and I know our state and local partners won’t either.” 

U.S. Marshals Capture Fugitive Escapee Wanted in Elaborate Oil Money Fraud Scheme

Denver, CO – After nearly five years on the run and a search that has spanned the country, a fugitive wanted on charges of fraud and escape since 2018 is back in custody.  

Allen Todd May, 58, was arrested at approximately 11 p.m. Tuesday by Deputy U.S. Marshals from the Southern District of Florida, along with Task Force Officers (TFOs) from the Florida-Caribbean Regional Fugitive Task Force. May was located and positively identified at a residence near East Cypress Creek Road and NE 18th Avenue in Fort Lauderdale, Florida, less than two miles from the ocean in an area where a large number of homes are valued above $1 million. Deputy U.S. Marshals and TFOs arrested May at the residence and confirmed his identity. 

On Feb. 10, 2012, May was sentenced to 20 years in federal prison after being convicted of mail fraud in the Northern District of Texas. May was committed to the U.S. Bureau of Prisons to serve his sentence. On Jan. 12, 2018, May was transferred to the Federal Correctional Institute in Englewood, Colorado. On Dec. 21, 2018, BOP conducted a prisoner count during which May was discovered to be missing and issued an escape notice. An escape warrant was subsequently obtained, and the U.S. Marshals have been actively searching for May since December 2018.  

On June 22, 2022, a federal grand jury in the U.S. District Court of Colorado returned an indictment charging May with 10 counts of wire fraud and seven counts of mail fraud. The indictment alleges that while May was in prison from at least mid-2016 to late 2018, May identified several business entities that were owed unclaimed oil and gas royalties and then filed fraudulent documents to act as the representative of those companies to claim the oil and gas royalties for himself. In total, May is believed to have obtained more than $700,000 in fraudulent claims during this time. In addition, May was indicted for the previous escape in 2018. Most recently on Sept. 29, 2022, the U.S. Marshals issued a statement asking for the public’s help to locate May, to include a potential reward of up $5,000 for any information that leads to his capture.

Since that release in September, the U.S. Marshals Service began receiving numerous tips about May which led investigators to pursue leads in California, Wisconsin, Michigan, Texas, and Florida. One tipster, who chose to submit anonymously, began providing information to the U.S. Marshals in May about potential online profiles and websites which May was possibly using under the alias of “Cary Bailey.” Investigators aggressively followed up on the information provided but were never able to pin down a location for May. 

On July 25, the same tipster provided a new tip and a photo of who they believed to be May which had been published on the website of the Palm Beach Daily News. This new information, which included a new, previously unknown alias, allowed investigators to develop information about a possible location for May at a penthouse apartment in Palm Beach, Florida. 

On July 28, U.S. Marshals Service investigators in the Colorado Violent Offender Task Force sent a lead to the U.S. Marshals in the Southern District of Florida to follow up on the new information. On July 31, Deputy U.S. Marshals and TFOs in Florida set up surveillance on the apartment but saw no signs of May. On Aug. 1, May’s suspected partner was observed leaving the Palm Beach apartment in a U-Haul rental truck. U.S. Marshals and TFOs followed the partner in the U-Haul almost 50 miles from Palm Beach to Fort Lauderdale to an address of a new house not previously known to investigators. The partner backed the U-Haul truck into the driveway of the home near East Cypress Creek Road and NE 18th Avenue in Fort Lauderdale.

After additional surveillance at the new residence, the Florida investigators finally observed a man come out of the residence who they believed to be May. While movers were unloading the truck, Deputies and TFOs approached the house where they contacted and placed May into custody. Investigators were then able to confirm his identity as Allen Todd May. May was transported and booked into the Palm Beach County Jail. At his initial appearance on Aug 2 in the U.S. District Court for the Southern District of Florida, May was ordered detained and will be transported back to the District of Colorado to face charges.

“I’d like to recognize and thank the anonymous tipster for the information they provided that directly led to the arrest of this unorthodox fugitive,” said District of Colorado U.S. Marshal Kirk Taylor. “I would also like to thank and recognize the incredible tenacity of the Deputy U.S. Marshals who pursued every lead over the years in the District of Colorado, culminating in the arrest in the Southern District of Florida last night.  Their relentless pursuit of this fugitive and the coordination of the agencies involved is a true testament to the U.S. Marshals Service’s mission.”

The arrest of this fugitive represents a culmination of extensive cooperative investigative efforts between the U.S. Marshals Colorado Violent Offender Task Force, U.S. Marshals Southern District of Florida, Palm Beach County Sheriff’s Office, West Palm Beach Police Department, Riviera Beach Police Department, and the Boynton Beach Police Department.

The charges in the indictments are allegations. The defendant is presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.

The Colorado Violent Offender Task Force is a multi-jurisdictional fugitive task force that targets the most violent offenders to include those wanted for murder, assault, sex offenses, and other serious offenses throughout the state and country.
