U.S. Marshals Capture Alleged Kidnapping Suspect

Memphis, TN – Joseph Brown, 32, was apprehended today in Mississippi by U.S. Marshals for charges of Aggravated Kidnapping and Domestic Assault.

The arrest stems from an incident on April 27, 2024, when Joseph Brown was allegedly involved in a domestic dispute with a woman. Memphis police responded to a call at the 3400 block of Grey Bark Drive reporting an abduction. A witness who was on the phone with the victim heard her shouting in distress before the call abruptly ended. The victim was missing for most of the day but was found later that evening. Warrants for Aggravated Kidnapping and Domestic Assault were promptly issued for Brown’s arrest.

Earlier today, investigators from the U.S. Marshals Two Rivers Violent Fugitive Task Force in Memphis located Brown at a residence on the 2600 block of Meadowbrook Drive in Horn Lake, Mississippi. Brown was taken into custody without incident and was transported to the Desoto County Detention Center where he will await the extradition process to Tennessee.

Two Memphis Juvenile Murder Suspects, Charged in Separate Crimes, Captured by U.S. Marshals

Memphis, TN – Two male juveniles, both aged 17, wanted for separate murders in 2023 and 2024 were captured by U.S. Marshals within two hours.

The first murder occurred on December 14, 2023. Cornelius Bennett was found shot to death in the 1900 block of S. Third Street in Memphis. On January 20, 2024, a juvenile petition for First Degree Murder and Especially Aggravated Robbery was issued for the arrest of a male juvenile.

The second crime occurred February 13, 2024, when Marqulo Mason was robbed and shot to death in the 2000 block of Philsar Street in Memphis. On February 26, a juvenile petition for First Degree Murder, Especially Aggravated Robbery and Aggravated Assault was issued for the arrest of a male juvenile. 

On May 2 around 10:30 a.m., the U.S. Marshals Two Rivers Violent Fugitive Task Force (TRVFTF) caught up with the alleged killer of Marqulo Mason at a residence on the 1400 block of Roberts Road in Memphis. With the assistance of the Memphis Police Department (MPD) and the Shelby County Sheriff’s Office (SCSO) Fugitive Apprehension Teams, marshals took the suspect into custody without incident.

Approximately one and a half hour later, at 12 p.m., the U.S. Marshals TRVFTF, MPD and SCSO fugitive teams went to a residence in the 6400 block of Gillespie Road. The team took the alleged murderer of Cornelius Bennett into custody without incident.

U.S. Marshals Announce the Arrest of the Schrom Hills Park Shooters

Greenbelt, MD – The U.S. Marshals Service Capital Area Regional Fugitive Task Force (CARFTF) partnered with the Greenbelt Police Department, and other federal, state, and local law enforcement partners to track down and apprehend two juveniles wanted in connection with a shooting that injured five people in Schrom Hills Park on Aril 19. The juveniles, ages 14 and 16, were arrested by the U.S. Marshals’ task force on April 29, 2024.

The U.S. Marshals Service got involved after local detectives developed information that two students from Bowie High School were alleged to be involve in the shooting. The Greenbelt Police Department’s Criminal Investigations Unit worked diligently with the State’s Attorney’s Office to obtain arrest warrants for the suspects. Now that they have been arrested, these two juveniles face a variety of charges to include attempted homicide and are set to be tried as adults.

U.S. Marshals Capture West Tennessee Hit and Run Murder Suspect in North Mississippi

Jackson, TN – On April 30, 2024, U.S. Marshals captured a West Tennessee man in North Mississippi who was wanted for a deadly hit and run in Jackson, Tennessee.

On April 24, around 3:40 p.m., the Jackson Police Department (JPD) responded to a report of a traffic accident in the 2000 block of North Parkway. Jimmy Breedlove, 79, of Madison County, Tennessee, was found lying unresponsive in the roadway. He was airlifted to a Memphis hospital and later pronounced dead from his injuries.

JPD Officers observed a crashed and abandoned Hyundai Elantra in the immediate area. Officers on the scene determined that Breedlove had been operating a Mahindra open cab farm tractor east on North Parkway when he was struck from behind by the Elantra. The driver of the Elantra then fled the scene.

JPD Investigators determined that Tamarcus Morrow, 33, of Jackson, was driving the Elantra when it struck the tractor. An arrest warrant was issued for Morrow for the offense of Accidents involving death or personal injury. The U.S. Marshals Two Rivers Violent Fugitive Task Force (TRVFTF) in Jackson was requested to locate and apprehend Morrow.

Marshals determined that Morrow had ties to Northern Mississippi. In the afternoon of April 30, the U.S. Marshals TRVFTF in Jackson located Morrow on Highway 72 in Benton County, Mississippi. He was transported to the Benton County Jail and will await the extradition process to Tennessee.

U.S. Marshals Arrest 2019 First Degree Murder Suspect in Memphis

Memphis, TN – On May 1, 2024, U.S. Marshals successfully apprehended Breanna Williams for First Degree Murder, Abuse of a Corpse, Especially Aggravated Robbery, Aggravated Robbery, and Conspiracy to Commit Aggravated Robbery for a 2019 homicide.

Williams is accused of being involved in a robbery and shooting that resulted in the death of Baba Said on July 3, 2019, at a residence in the 1400 block of Amarillo Street in Memphis, Tennessee. A warrant for Williams’ arrest in connection to this crime was issued on April 24, 2024. The U.S. Two Rivers Violent Fugitive Task Force (TRVFTF) in Memphis took on the case as a fugitive investigation.

Yesterday morning, investigators from the U.S. Marshals TRVFTF received information regarding Williams’ whereabouts. Working in collaboration with the Memphis Police Department and Shelby County Sheriff’s Office Fugitive Apprehension Teams, Williams was located at a business in the 7200 block of Appling Farms Parkway in Memphis and taken into custody without incident.

U.S. Marshals Arrest Man Wanted for Murder of 17-Year-Old

Cleveland, OH – Today, members of the U.S. Marshals led Northern Ohio Violent Fugitive Task Force (NOVFTF) arrested Kevin Wright, 20, who was wanted by the Cleveland Division of Police for aggravated murder.

According to the Cleveland Division of Police, on January 2, 2024, officers from the 4th District responded to the area of the 6800 block of Fleet Ave. and discovered a 17-year-old male, unconscious and laying in the street. Preliminary investigation indicated that the victim was allegedly struck by a moving vehicle and then shot in the head. Kevin Wright was later identified as a suspect in this fatal incident and a warrant was issued for his arrest. Today, members of the NOVFTF arrested Wright in the 4300 block of E. 164th Street, Cleveland. Wright initially attempted to evade officers on foot but was quickly apprehended.

U.S. Marshal Pete Elliott stated, “For over two decades, the Northern Ohio Violent Fugitive Task Force and the Cleveland Division of Police have been working together to combat violent crime in the City of Cleveland by taking violent fugitives like this off the street.”

U.S. Marshals Operation Recovers 27 of Tampa Bay’s Most Endangered Children

Tampa, FL  – The U.S. Marshals Service (USMS) led a coalition of federal, state, and local law enforcement agencies, social service entities, the medical community, and non-governmental organizations in planning and executing Operation SEMINOLE SABER, a five-week initiative geared to recover or safely locate the most critically missing youth from across Hillsborough and Pinellas counties. 

The USMS defines “critically missing” children as those at risk of crimes of violence or those with other elevated risk factors such as, but not limited to, drug or alcohol abuse, sexual exploitation, and domestic violence. The collaborative efforts of this multi-disciplinary task force resulted in the recovery or safe location of 27 critically missing children.

In May 2015, the Justice for Victims of Trafficking Act (JVTA) clarified the discretionary authority of the USMS to support law enforcement requests for assistance on any missing child case. Over the last 12 months, Central Florida based USMS personnel have utilized the JVTA as backbone for two operations spanning eight counties and the safe location or recovery of 60 missing children. These Central Florida missing child recovery coalitions have placed an emphasis on post recovery support to include medical care and social services.

“The resources offered to find missing children through Operation SEMINOLE SABER were invaluable because often we have very few leads. Also, having community partnerships available to provide health and support services for recovered youth was important as sadly, missing youth often neglect their own health needs while they are on their own,” said Anthony Holloway, Chief of the St. Petersburg Police Department.

BayCare, West Central Florida’s largest provider of pediatric and behavior health services, had similar sentiments.

“It was truly an honor to collaborate with law enforcement and community partners to create a safer community for endangered youth,” said Tracey Kaly, Director of Clinical Operations, BayCare Behavioral Health.

Operation SEMINOLE SABER was highly effective. To send a meaningful message to the Hillsborough and Pinellas communities during the month of April, National Child Abuse Prevention Month, participants opted to seek out the most at-risk missing youth in Hillsborough and Pinellas counties.

The USMS opened 33 missing child assistance cases during the execution of Operation SEMINOLE SABER and managed to close 27 of those investigations for a case closure rate of over 80%. All cases were initiated in close coordination with the U.S. Attorney’s Office (USAO), Florida Department of Law Enforcement (FDLE), Florida Department of Children & Families (DCF), Florida Department of Juvenile Justice (DJJ), and other federal, state, and local partners. Seventeen of the cases opened related to human trafficking victims and/or juvenile arrest warrants.

The Tampa and St. Petersburg Police Departments, Operation SEMINOLE SABER partner agencies, both closed 90% or better of the critically missing child cases within their jurisdictions.

Florida DCF was repatriated with 24 dependent youth, including law enforcement assisted recoveries in Fort Myers, Jacksonville, Paulding County, Georgia and Cincinnati, Ohio.

Florida DJJ cleared 10 juvenile arrest warrants across Hillsborough and Pinellas counties, a figure representing a clearance rate of close to 80% of the operation’s open juvenile warrant cases.

The USAO was instrumental in its role as the Operation SEMINOLE SABER primary legal advisor and prosecutorial entity.

These successes are largely attributed to all investigations being predicated upon intelligence gleaned from the National Center for Missing & Exploited Children, FDLE Missing Endangered Persons Information Clearinghouse (MEPIC), Hillsborough County Sheriff’s Office, Children’s Network of Hillsborough County, Redefining Refuge, More Too Life, Family Support Services (FSS) SunCoast and others.

“FDLE is proud of the work we’ve done with our partner agencies to be able to find and relocate a multitude of endangered children,” said Special Agent in Charge Mark Brutnell, FDLE Tampa Bay.

FSS SunCoast, the lead child welfare agency in Pasco and Pinellas counties, is also proud of this collaborative effort.

“As a member of the Florida task force focused on missing and exploited foster children, I’m especially grateful for the incredible opportunity to partner with federal, state, and local agencies around a singular goal of locating and protecting our local missing youth,” said Jenn Petion, FSS SunCoast President and CEO.

The USMS is encouraged by the positive community response. CNHC, the lead agency charged with administering the child welfare system in Hillsborough County, is pleased with the results of Operation SEMINOLE SABER.

“CNHC is proud to have partnered with the US Marshals Service, Department of Children and Families, Redefining Refuge, and others to recover 10 of our most vulnerable youth. This initiative demonstrates the importance of partnership and how working together can remove unimaginable barriers,” said Terri Balliet, Chief Executive Officer, CNHC.

More Too Life, a partner NGO that provides support to human trafficking victims, also saw great benefit from partnering in this endeavor.

“Children are some of our most vulnerable members of society. This operation sends a powerful message that law enforcement will relentlessly pursue those who may harm children,” said Dr. Brook Bello, Chief Executive Officer, More Too Life.

Natasha Nascimento, President of Redefining Refuge, the Human Trafficking Liaison for CNHC, reinforced these sentiments.

“Operation SEMINOLE SABER proved not only to be an exceptional interagency collaboration which we were honored to be a part of, but a necessary intervention at a critical time for many of our trafficked children who were diagnosed and treated for severe and what could be life threatening illness,” she said. US Marshals didn’t simply recover children, but in many ways created a touch point between us and the children that ultimately could’ve saved their lives.”

The USMS will continue its efforts to find children missing from within our communities, nation-wide.

Harrison County Fugitive Arrested in Mannington

Clarksburg, WV – A Mannington man who was wanted in Harrison County has been arrested in Mannington, WV.

Jason Lee Barr, 50, was arrested today at approximately 3:00 p.m. at a residence on Highland Street. Barr was wanted by the Harrison County Sheriff’s Office for being a prohibited person in possession of a concealed firearm. Barr was arrested by the U.S. Marshals Service Mountain State Fugitive Task Force with assistance from the Marion County Sheriff’s Office and the West Virginia State Police.

Barr and another man are alleged to have unlawfully possessed firearms during a traffic stop on Interstate 79 near Saltwell Road on March 8, 2023. During the traffic stop, two firearms and methamphetamine were recovered from the vehicle. The charges against the men were filed on October 2, 2023, following laboratory confirmations.

The U.S. Marshals Mountain State Fugitive Task Force was requested to assist in locating Barr after Deputy US Marshals received a tip on his whereabouts. Through coordinated efforts with the Mannington Police Department, Barr’s location was positively identified. During the arrest, Barr attempted to hide under a camping trailer located at the residence. After he was located, he was arrested without further incident. Barr will be lodged at the North Central Regional Jail pending his court appearance.

U.S. Marshals Take Akron Homicide Suspect Into Custody; Fugitive Allegedly Discharged Firearm During Arrest

Akron, OH – This afternoon, members of the U.S. Marshals led Northern Ohio Violent Fugitive Task Force (NOVFTF) arrested Isaiah McKinney, 19. McKinney was wanted by the Akron Police Department for murder.

On April 29, 2024, police responded to an apartment complex in the 1200 block of Everton Drive for shots fired. Preliminary information from the investigation suggested that an altercation between McKinney and the victim occurred before the fatal shooting. Responding officers discovered Gregory Dykes, 37, in the hallway of the apartment complex with a gunshot wound to the head.

Today, members of the Northern Ohio Violent Fugitive Task Force and the Akron Police Department arrested McKinney at a residence near the 600 block of Kling Street, Akron, Ohio. During the arrest attempt, the suspect allegedly discharged a firearm inside the residence. No task force members were injured or returned fire during this incident. Following the arrest, a firearm and a shell casing were located and seized. The Akron Police Department is processing the scene, with additional charges forthcoming.

U.S. Marshal Pete Elliott stated, “The Akron Police Department continues to be a strong partner of the US Marshals Service. Today is another example of us working together to take a violent fugitive off the street, in an attempt to make the city of Akron a safer place to live for its citizens.”
