Miami Murder Suspect Attempts to Flee, Captured in Colorado Springs

Colorado Springs, CO – The U.S. Marshals Service’s Colorado Violent Offender Task Force (COVOTF) along with the Fountain Police Department, El Paso County Sheriff’s Office, and Colorado Springs Police Department located and arrested a Florida homicide suspect Tuesday evening in Colorado Springs.

De Sean Phang, 28, is wanted by the Miramar (FL) Police Department on a felony arrest warrant for second degree murder with a firearm in connection with an incident in early 2023 in Miramar, Florida that left one man dead. A warrant for Phang’s arrest in that case was issued on Jan. 17. 

Task Force Officers from the Miramar P.D. assigned to the U.S. Marshals Service’s Florida-Caribbean Regional Fugitive Task Force – Ft. Lauderdale division recently developed information indicating Phang had fled Florida and was possibly hiding in Colorado. On Feb. 3, that information was relayed to the U.S. Marshals Service’s Colorado Violent Offender Task Force in Colorado Springs who then picked up the investigation. COVOTF investigators learned Phang was moving between Colorado Springs and the south Denver metro to include the Englewood and Highlands Ranch areas. He was travelling in a rental car which was located by the COVOTF on Feb 4 near C-470 and S. Quebec St, before moving back south to Colorado Springs.

COVOTF Deputy U.S. Marshals and Task Force Officers from the Fountain Police Department, Colorado Bureau of Investigation, and Colorado Dept. of Corrections then contacted both the Colorado Springs Police Department and El Paso County Sheriff’s Office for assistance. As CSPD officers approached to make contact, the vehicle Phang was traveling in fled the area at a high rate of speed. The vehicle was followed until it eventually stopped in the parking lot of the Big R store located at 165 Fontaine Blvd in Colorado Springs. All occupants of the vehicle, including Phang, attempted to flee on foot, but were quickly apprehended.

Phang was transported to the El Paso County Criminal Justice Center where he was booked on the outstanding homicide warrant from Florida. He is currently awaiting extradition. Please direct any inquiries about the underlying case to the Miramar (FL) Police Department.

U.S. Marshals Arrest Milwaukee Rape Suspect

Nashville, TN – A U.S. Marshals task force in Tennessee, working a collateral lead from the U.S. Marshals Service in Wisconsin, today arrested in Nashville a man wanted in Milwaukee for sex crimes against children.

Yi Leon Harris, 40, was charged with two counts of repeated sexual assault of a child, and a warrant for his arrest was issued in Milwaukee Circuit Court on Jan. 29.

On Jan. 31, the Milwaukee Police Department requested the assistance of the U. S. Marshals Service Eastern Wisconsin Violent Offender Task Force with locating and apprehending Harris.

Upon developing information that Harris was residing in the Nashville area, the Eastern Wisconsin Task Force requested the assistance of the U.S. Marshals Service Middle Tennessee Fugitive Task Force.

The Middle Tennessee Task Force located Harris at a residence on Brooksboro Terrace in Nashville. Harris was arrested without incident and taken to the Davidson County Detention Center where he was booked as a fugitive from justice and will await extradition to Wisconsin.

U.S. Marshals Arrest Violent Illegal Immigrant

Atlanta, GA – On January 30, 2025, Marcel Pierre Grant, a citizen of Jamaica with a history of violence and illegal immigration, was captured by the United States Marshals Service in Atlanta, Georgia.

Despite being deported, over many years, Marcel Grant has committed numerous, serious crimes.

In 2001, Marcel Grant was charged with carrying and possessing a firearm in public. In 2002, he was arrested for armed robbery with a firearm, aggravated unlawful use of a weapon, bank robbery utilizing a firearm, possession of a weapon by a convicted felon, and numerous other crimes. In 2003, he was charged with conspiracy to commit aggravated bank robbery and use of a firearm during a crime of violence. In 2006, he was arrested as a deportable alien.

More recently, in 2022, Grant was arrested for illegal re-entry of a previously removed alien. He was also detained for possession of a firearm or knife during the commission of a felony, possession of a controlled substance with intent to distribute, and possession of methamphetamine. In 2023, he was again charged with possession of a firearm or knife during the commission of a felony and possession of a weapon by a convicted felon.

Despite his long history, in 2024, Grant was released from custody. He remained in the United States. Grant was required to submit to monitoring under the authority of United States Probation. However, Grant failed to follow the guidelines of this monitoring.

Due to Grant’s failure to comply, the U.S. Marshals became responsible for the case. On January 30, 2025, Grant was arrested without incident. The arrest unit included officers from the U.S. Marshals Service for the Northern District of Georgia and the Southeast Regional Fugitive Taskforce.

As of today, Grant is being detained and will soon answer for his crimes.

About Grant’s arrest, United States Marshal Thomas Brown said, “Let the message go out to all criminals, both foreign and domestic. If you do harm to the citizens of the United States, you will not be allowed a moment of peace. You will not find shelter. If you illegally come to our communities to wreak havoc, you will be caught, and you will answer for your crimes.”

Cleveland Homicide Suspect and Fugitive of the Week Arrested by U.S. Marshals

Cleveland, OH – Early this morning, members of the U.S. Marshals led Northern Ohio Violent Fugitive Task Force (NOVFTF) arrested Anthony Conner, 44.  Conner was wanted by the Cleveland Division of Police for homicide and also wanted by authorities in Cape Girardeau County, Missouri for a shooting as well.

On December 18, 2023, Conner was involved in a home invasion where he shot the female victim.  The victim’s children were home at the time of the home invasion and Conner was charged with domestic assault, possession of a firearm, and endangering children.  A warrant for Conner’s arrest was issued shortly after the crime in Missouri. 

On December 28, 2024, Conner is alleged to have committed a homicide in the city of Cleveland.  Cleveland Police were in the area of East 18th St. when they were flagged down regarding a person being shot.  Police were able to locate the victim, who had been shot numerous times, in the area of East 17th St. and Hamilton Ave.  The victim was transported to the hospital where he later died.  A warrant for Conner’s arrest was issued on January 20 of this year.

Members of the NOVFTF began searching for Conner in the Cleveland area and featured him as the Fugitive of the Week on January 27.  Early this morning Conner was located by the task force in an apartment in the 1400 block of Crestline Ave. in Cleveland.  Although Conner was arrested without incident, a handgun with an extended magazine was recovered at the scene.  

U.S. Marshal Pete Elliott stated, “This is a violent individual causing terrible harm in two different states.  We are thankful to the public who called in tips after seeing this fugitive in the media.  The partnership with the citizens of Cleveland, who want to see Cleveland a safer place, goes unmatched.”

U.S. Marshals Arrest Sexually Violent Predator in Western Washington

Poulsbo, WA – Deputy U.S. Marshals and members of the agency’s Pacific Northwest Violent Offender Task Force apprehended at the Poulsbo Marina a man wanted for nearly a year on an outstanding federal warrant for failure to comply with sex offender registration requirements.

Rick Monroe was arrested on an outstanding federal warrant issued in the Eastern District of Washington for failure to register as a sex offender and failure to comply with international travel reporting requirements under the International Megan’s Law.

Monroe, who has multiple prior convictions, including rape of a child in the first degree, was previously civilly committed at McNeil Island Corrections Center after being classified as a “Sexually Violent Predator” by the courts. In 2024, he traveled to multiple states and is alleged to have attempted to leave the country numerous times without following mandatory sex offender registration and international travel notification requirements. Investigators discovered he had lived unregistered on a sailboat in Poulsbo Bay for the past year, allegedly to evade law enforcement.

Through extensive investigative efforts, Deputy U.S. Marshals in Eastern Washington secured a federal arrest warrant, leading to Monroe’s ultimate apprehension. This arrest was the result of a coordinated effort between multiple agencies, including the Spokane County Sheriff’s Office, Kitsap County Sheriff’s Office, U.S. Marshals Service Western District of Washington, Washington State Department of Corrections, U.S. Customs and Border Protection, the USMS National Sex Offender Targeting Center, USMS Sex Offender Investigations Branch, and the Eastern District of Washington U.S. Attorney’s Office.

Monroe is scheduled to make his initial court appearance Feb. 4 at the Western District of Washington- Seattle Courthouse.

The Pacific Northwest Violent Offender Task Force is a U.S. Marshals-led partnership comprising federal, state, and local law enforcement officers from Washington, Oregon, and Alaska. U.S. Marshals in Maine Arrest Man Wanted for Sexual Exploitation of a Child in Colorado

Portland, ME – The U.S. Marshals Service (USMS), Maine Violent Offender Task
Force (MVOTF) announces the arrest of Patrick Byrne, 29, in Livermore Falls, Maine.
According to Colorado authorities, an arrest warrant was issued for Byrne on November 04, 2024, for two counts of sexual exploitation of a child out of Bloomfield County Court in
Colorado.

Based upon an investigation from the United States Marshals Service, Maine Violent
Offender Task Force, Investigators developed information that Byrne was currently residing in Maine. Through a collaborative effort, the USMS, Maine Violent Offender Task Force
was able to locate Byrne and safely apprehend him at a residence in Livermore Falls,
Maine. Byrne was charged as a fugitive from justice and is pending extradition back to
Colorado.

The USMS, Maine Violent Offender Task Force received assistance by the USMS, District
of Colorado, Violent Offender Task Force and the Livermore Falls, Maine Police
Department.

The USMS, Maine Violent Offender Task Force is comprised of members of the U.S.
Marshals Service, Maine Department of Corrections, Biddeford Police Department, U.S.
Customs Border Protection, U.S. Immigration and Customs Enforcement, and the Maine

U.S. Marshals Task Force Arrests Three in Rochester Drug House

Concord, NH –  Early this morning, members of the United States Marshals Service (USMS), District of New Hampshire Joint Fugitive Task Force, Strafford County Sheriff’s Office (SCSO), and Rochester Police Department arrested three fugitives out of 55 Lafayette Street in Rochester.  Surveillance assets witnessed Remy Lopez, 39, the primary target of the operation, making hand-to-hand transactions in front of the residence prior to the arrest operation.  

Lopez was issued a federal arrest warrant on January 29 after a petition alleging eleven (11) violations of federal supervised release conditions was submitted to the U.S. District Court in Concord.  Lopez was on supervised release stemming from a 2019 case where he was found guilty of distributing fentanyl.  USMS investigators worked with Rochester PD detectives and SCSO drug task force officers to locate Lopez, and during their investigation they witnessed other people with open arrest warrants coming, going and staying at the Lafayette St. residence.

Seven people were found in the residence, six of which were found hiding in either the basement or an attached barn.  Tyler Emery (31) and Damia Green (23), along with two other females, had to be ordered out of an alcove and storage closet in the basement. Emery and Green were taken to Rochester PD to answer for local warrants.  Emery had outstanding warrants for theft and failing to appear for a felon in possession charge.  Green was wanted for theft and an unauthorized taking charge.  Charges are pending for the other females.

Lopez and Brittany Adjutant (34) escaped the main residence through a doggy door leading to an attached barn.  They surrendered after Task Force officers forced entry into the structure.  Lopez was taken to the U.S. District Court, where he will be arraigned this afternoon.  Adjutant was transported by emergency medical technicians to receive medical treatment for conditions unrelated to the law enforcement operation.  

A representative from the USMS Task Force claimed this was the second time in as many weeks that this residence was targeted for law enforcement action.  On January 15, three others were arrested on warrants after arrest and search warrants were served.  “We value the partnerships this department has with our regional and federal agencies,” stated Rochester Police Chief Gary Boudreau, who added, “and we are pleased to see the results of these partnerships positively influencing the Rochester community.”  

The USMS New Hampshire Joint Fugitive Task Force was formed in fall of 2002 and is headquartered in the USMS office in Concord. The task force coordinates federal, state, county, and local resources to develop leads, gather intelligence, track and apprehend targeted fugitives. All 10 county sheriff departments, the New Hampshire State Police and many local and federal law enforcement agencies support task force operations.

U.S. Marshals Arrest 18-Year-Old Wanted for Richmond Heights Homicide

Cleveland, OH – Today, members of the U.S. Marshals led, Northern Ohio Violent Fugitive Task Force (NOVFTF) arrested Keyon Stephens, 18. Stephens was wanted by the Richmond Heights Police Department for aggravated murder.

According to the Richmond Heights Police Department, on September 7, 2024, officers were dispatched to an address on the 100 block of Ruth Ellen Drive for a shooting. When officers arrived, they found 29-year-old Dewon Que’Shawn Lee deceased in the parking lot of the apartments from gunshot wounds.

18-year-old Keyon Stephens was identified as a suspect in this shooting incident and a warrant was issued for his arrest. This morning, members of the NOVFTF arrested Stephens at a residence located in the 800 block of Ruple Road, Cleveland, Ohio.

U.S. Marshal Pete Elliott stated, “Our task force continues to have a strong partnership with the Richmond Heights Police Department. Today was another example of our partnership leading to the arrest of a wanted, violent fugitive.”

U.S. Marshals Lone Star Fugitive Task Force Apprehends 5 Austin Homicide Suspects Sought on Capital Murder

Austin, TX – Members of the U.S. Marshals Lone Star Fugitive Task Force (LFTFT) continued their work of making Austin neighborhoods safer by apprehending five capital murder suspects in a 26-hour time span from Jan. 29-30.

The Austin Police Department (APD) requested assistance from the LSFTF to locate and apprehend five suspects sought on capital murder charges from an incident that occurred Nov. 25, 2024, at an apartment complex located in the 400 block of East Wonsley Drive in Austin, where a victim was pronounced deceased on scene. 

The APD Homicide Unit investigated the incident and identified six suspects who allegedly conspired and acted with one another to commit the murder.

On Jan. 28, the Homicide Unit obtained warrants on all six suspects in the City of Austin Municipal Court and immediately requested apprehension assistance from the LSFTF – Austin Division to locate and apprehend five suspects who were believed to be in numerous locations within the city. 

Members of the LSFTF continued investigative efforts with the Austin Police – Intel Unit that quickly led to the apprehension of five suspects, who were considered armed and dangerous. 

Camron Josh-Anthony Perkins, 22, of Austin, was arrested on Jan. 29 in the 1500 block of E. Howard Lane in Austin. 

Lorance Jones, 22, and Rhianna Doreen Farillas, 21, of Austin were arrested on Jan. 29 in the 1100 block of Pearl Retreat Lane in Austin. 

Jon Charles Williard Jr., 20, of Austin was arrested on Jan. 29 in the 5900 block of E. Stassney Lane in Austin. 

Judaren Makeel Forbes, 20, of Austin was arrested Jan. 30 at the Travis County Courthouse by the Travis County Sheriff’s Office screening deputies at the direction of the LSFTF, who learned Forbes had a scheduled court hearing on an unrelated matter. 

All suspects have been transported and booked into the Travis County Jail where they await their judicial proceedings.

U.S. Marshals Working with Waller County to Locate Escapee

Houston, TX – The U.S. Marshals Gulf Coast Violent Offenders and Fugitive Task Force on Jan. 27 joined the Waller County Sheriff’s Office efforts to search for a man who escaped Jan. 23 from a medical facility in Belleville. 

Salvador Saucedo, a registered sex offender, had been arrested earlier in the day and was undergoing testing at the Mid Coast Medical Center when he escaped.  

Saucedo was previously charged with indecency with a child in March 2024 and with stalking in May 2024 in Brazos County. He is currently charged by Waller County with resisting arrest, escape, assault on a peace officer, fugitive, and possession of a controlled substance.

Saucedo is described as a Hispanic man who has face tattoos, missing front teeth, and brown hair with red highlights. He was last seen wearing a white head wrap, dark colored T-shirt and blue jeans. He should be considered dangerous.

Investigators say Saucedo could be posing as a homeless person needing help or working as a day labor. He is fluent in Spanish and may be able to blend in as a migrant. He may have shaved his hair because he knows the color stands out.

The U.S. Marshals Service (USMS) is offering a reward of up to $5,000 for information leading to Saucedo’s arrest and indictment.
