Secretary Noem also signed a memorandum of cooperation for implementing the Security Alliance for Fugitive Enforcement, which will facilitate the sharing of criminal history information and has been instrumental in sending criminals back to their home countries so they can face justice.  Finally, a letter of intent for the adoption of Electronic Nationality Verification program in Argentina was signed, which expedite the removal of Argentine nationals who are in the United States illegally.

Violent Crime Falls in U.S. Cities as ICE Removes Worst of the Worst from American Communities

The U.S. Department of Homeland Security (DHS) released the following statement highlighting a recent report by an independent non-partisan organization, the Council on Criminal Justice, which showed a decrease in certain violent crimes in multiple cities across the U.S. during the first six months of 2025.

According to the data, since January 2025—when President Donald Trump took the helm—homicide is down 17% through the month of June 2025 compared to the same time period in 2024 across 30 U.S. cities.

“Under President Trump and Secretary Noem, our law enforcement is working at lightning speed to remove violent criminal illegal aliens from the U.S. Every single day we are arresting gang members, murderers, pedophiles, and violent predators,” said Assistant Secretary Tricia McLaughlin. “70% of ICE arrests are of illegal aliens who have been convicted or charged with a crime. These arrests and deportations of criminal illegal aliens are having real impact on public safety.”

According to the report, other violent offenses are also on the decline. The data shows gun assaults are down 21%, aggravated assault is down 10%, sexual assault is down 10% and carjacking is down 24% from January to June of 2025 compared to the same period the year prior.

70% of ICE arrests include illegal aliens with criminal convictions or pending charges.

WASHINGTON – Over the weekend, U.S. Immigration and Customs Enforcement (ICE) arrested more of the worst of the worst criminal illegal aliens including child pedophiles, rapists, and drug traffickers from American communities – delivering on President Trump’s promise to keep America safe. 

While many Americans enjoyed their weekend, ICE law enforcement was working around the clock to arrest even more pedophiles, drug traffickers, and other illegal aliens convicted of heinous crimes,” said Assistant Secretary Tricia McLaughlin. “Our brave ICE law enforcement are removing violent criminal illegal aliens from American streets so they cannot terrorize more American victims, including innocent children. We are firing up the deportation planes and getting these criminal illegal aliens off our streets and out of the country.”

  • Hector Adrian Gonzalez-Sanchez, a 57-year-old criminal illegal alien from Mexico, previously convicted for lewd and lascivious acts with a child under 14 in Pico Rivera, CA.

Secretary Noem Kickstarts Process for Argentina to Rejoin Visa Waiver Program

The United States and the Republic of Argentina begin process to boost cooperation between the two nations on vetting travelers to the United States

BUENOS AIRES, ARGENTINA – Today, United States Department of Homeland Security Secretary Kristi Noem, Argentine Foreign Minister Gerardo Werthein, and Argentine Minister of National Security Patricia Bullrich signed a statement of intent to work toward Argentina’s reentry to the Visa Waiver Program (VWP). 

“Under President Javier Milei’s leadership, Argentina is becoming an even stronger friend to the United States—more committed than ever to border security for both of our nations. Argentina now has the lowest visa overstay rate in all of Latin America and 25 percent more Argentines traveled to the U.S. in the first four months of this year compared to last year—the biggest jump of any of the top 20 international arrivals. That is why we are now taking steps to allow Argentina back into the Visa Waiver Program,” said Secretary Kristi Noem. “This statement of intent I signed alongside Minister Werthein and Minister Bullrich highlights our strong partnership with Argentina and our mutual desire to promote lawful travel while deterring threats. This kind of diplomatic leadership, spearheaded by President Trump, will help increase the safety of both countries.” 

Argentina was removed from the Visa Waiver Program in 2002. The Visa Waiver Program designation process takes time, as partners must meet strong security requirements, but the statement of intent indicates DHS’s support and commitment to working with Argentina as it works diligently to meet eligibility criteria in the coming years. 

ICE Lodges Arrest Detainer for Illegal Alien Who Killed Two Teens While Intoxicated in Sanctuary Jurisdiction of Wisconsin

Criminal illegal alien from Honduras driving while intoxicated killed 18-year-old girl and 19-year-old boy in car wreck in Dane County, WI

WASHINGTON – The U.S. Department of Homeland Security (DHS) today announced U.S. Immigration and Customs Enforcement (ICE) lodged an arrest detainer against a criminal illegal alien responsible for driving while intoxicated and causing a fatal car wreck that killed two American teens, an 18-year-old girl and 19-year-old boy in Dane County, Wisconsin.  

According to local reports, on July 20, 2025, Noelia Saray Martinez-Avilaa criminal illegal alien from Honduras—struck a vehicle while driving the wrong direction on a highway, killing 18-year-old Hallie Helgeson at the scene. Martinez-Avila also gravely injured 19-year-old Brady Heiling who died from his injuries on July 25, 2025.

Noelia Saray Martinez-Avila has been charged with two counts of felony vehicular homicide and impaired driving by Wisconsin law enforcement. ICE lodged an arrest detainer for this illegal alien’s arrest and removal from the country.

Dane County, where the crash took place, has historically not honored ICE detainers due to sanctuary jurisdiction policies.  

“Hallie Helgeson and Brady Heiling had their whole lives ahead of them—and they would still be alive today if it weren’t for Noelia Saray Martinez-Avila—a criminal illegal alien from Honduras. Martinez-Avila recklessly drove the wrong way on a highway while intoxicated and killed these two teens,” said Assistant Secretary Tricia McLaughlin. “ICE has lodged an arrest detainer to remove this public safety threat from the U.S. Unfortunately, this sanctuary jurisdiction has a history of not honoring ICE arrest detainers often leading to the release of murderers and other heinous criminals. Under Secretary Noem, these precious victims will not be forgotten, and we will fight for justice.”

DHS Statement on Arrest of Man Charged with Assaulting ICE Law Enforcement Officers

WASHINGTON – Today, the U.S. Department of Homeland Security (DHS) released the following statement regarding two medical staffers in southern California who are facing charges for assaulting and obstructing U.S. Immigration and Customs Enforcement (ICE) officers.  

The U.S. Attorney’s Office for the Central District of California today announced federal charges against Jose de Jesus Ortega and Danielle Nadine Davila. DHS law enforcement arrested Ortega today and is seeking the arrest of Davila following charges for assaulting a federal officer and conspiracy to prevent by force and intimidation a federal officer from discharging his duties

“The media attempted to demonize ICE agents by saying that our agents were arresting individuals inside a medical center—but that is completely FALSE. On July 8, ICE officers conducted a targeted enforcement operation where one of the illegal aliens fled on foot to evade law enforcement and ended up near the Ontario Advanced Surgery Center in San Bernadino County. Surgical Center staff members Jose de Jesus Ortega and Danielle Nadine Davila obstructed and assaulted ICE agents,” said Assistant Secretary Tricia McLaughlin. “Today, these individuals are being charged for their crime. Anyone who actively obstructs or assaults law enforcement, including U.S. citizens, will face consequences which include arrest.”

On July 8, 2025, ICE officers conducted a targeted enforcement operation to arrest two illegal aliens. Officers in clearly marked ICE bullet proof vests approached the illegal alien targets as they exited a vehicle. One of the illegal aliens, Denis Guillen-Solis who is from Honduras, fled on foot to evade law enforcement. He ended up near the Ontario Advanced Surgical Center where hospital staff assaulted law enforcement and dragged the officer and illegal alien into the facility.  

The two staff members attempted to obstruct law enforcement’s arrest by locking the door, blocking law enforcement vehicles from moving and calling police claiming there was a “kidnapping.”

Criminal Illegal Alien Charged for Attempting to Stab ICE Officers and Detainees at 26 Federal Plaza Facility in New York City

Violent illegal alien was released in the United States under President Biden

WASHINGTON – The Department of Homeland Security (DHS) today released the following statement after the U.S. Attorney for the Southern District of New York announced federal charges against Bass Ndiaye—an illegal alien from Senegal—for assaulting U.S. Immigration and Customs Enforcement (ICE) officers and other detainees with a deadly and dangerous weapon.  

ICE arrested Ndiaye on July 17, 2025, and took him to the 26 Federal Plaza immigration processing center in New York City, New York. On July 18, while awaiting processing at 26 Federal Plaza, Ndiaye took a pair of scissors and attempted to stab ICE officers. He also attempted to injure approximately one dozen other detainees. Our brave ICE law enforcement successfully disarmed Ndiaye and saved the other detainees.  

“ICE arrested Bass Ndiaye, an illegal alien from Senegal, who attempted to stab law enforcement officers and more than a dozen other detainees. Ndiaye was arrested on October 22, 2023, by Border Patrol at the southern border and then released into the country by the Biden administration. 

Ndiaye has been charged with one count of assaulting an officer of the U.S. using a deadly or dangerous weapon, which carries a maximum sentence of 20 years in prison.

Illegal Alien Caught Dragging Trafficked Woman Back to Captivity Arrested After His Removal Proceedings Were Terminated by Biden Administration

ICE immediately lodged an arrest detainer to ensure this criminal illegal alien will never be released into American communities

WASHINGTON — On July 15, 2025, Immigration and Customs Enforcement (ICE) issued a detainer for Jose Armando Carcamo-Perdomo, an illegal alien from Honduras, charged by local police with kidnapping and assault. This criminal illegal alien is suspected of sex trafficking and assaulting a Chinese woman.

According to local reports, Carcamo “kept the sex-trafficking victim hostage for five days without food or water — while he beat her and sexually assaulted her.” A nearby Ring doorbell camera recorded Carcamo picking up the victim on the street and abducting her. Local reports say he is also accused of tying her up, punching, and raping her. 

“This accused kidnapper and suspected sex trafficker was just one of the countless criminal illegal aliens who inexplicably had their removal proceedings terminated by the Biden Administration and were allowed to remain in the country,” said Assistant Secretary Tricia McLaughlin. “Thanks to the leadership of President Trump and Secretary Noem, criminal illegal aliens are being locked up and will no longer be allowed to terrorize American communities. Our message is clear: criminals are not welcome in the United States.” 

Carcamo illegally entered the United States at the southern border on November 24, 2020. Under the Biden Administration, ICE filed a motion with an immigration judge to have his removal proceedings terminated.  

On September 8, 2023, a judge granted the Biden Administration’s motion.  

Following his arrest for kidnapping and assault, ICE, in accordance with the Laken Riley Act, issued a detainer for his arrest to ensure this criminal illegal alien will never be released into American communities.

Criminal Illegal Alien Accused of Murdering 15-Year-Old and Attempting to Rape Mother

This criminal illegally entered the country three times since 2021

WASHINGTON – Today, the Department of Homeland Security (DHS) announced U.S. Immigration and Customs Enforcement (ICE) lodged an arrest detainer against Gildardo Amandor-Martinez, a criminal illegal alien accused of murdering a 15-year-old boy and assaulting a minor female with a firearm after he attempted to rape their mother in Morehead, Kentucky. 

ICE detainers are legal requests to state or local law enforcement to hold illegal aliens in custody until they can be turned over to immigration authorities.

According to local reports, on July 20, Amandor-Martinez arrived at an apartment shared with his girlfriend, Aleida Lopez, early in the morning and attempted to rape her. After she fended him off, Amandor-Martinez assaulted her by biting her left hand, right armpit, and injured her arm. Her 15-year-old-son, Luis Lopez, tried to intervene and was shot by Amandor-Martinez three times and murdered. The criminal illegal alien then assaulted Lopez’s daughter with a firearm. 

15-year-old Luis Lopez who was tragically killed the criminal illegal alien was greatly admired and called a “sweet student” by Rowan County Senior High School. He would have been a sophomore this fall. 

Amandor-Martinez a criminal illegal alien from Mexico, attempted to enter the country THREE times under the Biden administration in 2021, at the southern border. He successfully illegally entered the country on his third try at an unknown date and location and without inspection by an immigration officer.  

“15-year-old Luis Lopez died trying to save his mother from this criminal illegal alien who was attempting to rape her. Gildardo Amandor-Martinez is a rapist and cold-blooded killer who should have never been in this country,” said Assistant Secretary Tricia McLaughlin. “The Biden administration’s open-border policies allowed this monster to walk American streets and commit these evil crimes, including murder, assault, and attempted rape, against a mother and her children. ICE has placed an arrest detainer to ensure Amandor-Martinez will not be released onto America’s streets and allowed to terrorize American families again.” 

Secretary Noem relaunched the Victims of Immigration Crime Engagement (VOICE) office. The VOICE office was shuttered by the previous administration, which left victims of alien crime without access to many key support services and resources. The office was first launched in 2017 by the Trump administration as a dedicated resource for those who have been victimized by crime with a nexus to immigration. 

Sanctuary City NYC Sees a More Than 400% Spike in ICE Detainers as DHS Prioritizes American People Over Criminal Illegal Aliens

Sanctuary politicians forbid local law enforcement from any assistance on immigration matters, even to the point of refusing to assist with criminal arrest warrants 

WASHINGTON—The Department of Homeland Security (DHS) announced today U.S. Immigration and Customs Enforcement (ICE) has issued 6,025 arrest requests to transfer custody, or detainers, in sanctuary New York City (NYC), since January 20, 2025. To put this into perspective, during the entire Biden Administration, ICE only issued 9,472 detainers in NYC. Under President Trump and Secretary Noem, there has been a more than 400 percent increase in the number of detainers lodged in NYC. 

Despite the 6,025 arrest detainers lodged, NYC has honored just a handful. In non-sanctuary cities, law enforcement would honor these requests and transfer these criminal illegal aliens to ICE law enforcement to detain and deport them. 

“In just six months ICE has issued over 6,000 detainers in NYC alone—that’s a more than 400 percent increase in the number of detainers lodged under Biden,” said Assistant Secretary Tricia McLaughlin. “When sanctuary politicians like Mayor Eric Adams ignore ICE detainers, they are protecting criminal illegal aliens at the expense of American citizens. These are barbaric criminals with prior convictions for rape, murder, drug trafficking, and instead of holding them for ICE, sanctuary politicians release them back into your communities. These reckless policies have deadly consequences. Just this week, two illegal aliens who entered our country and were released under President Biden shot and nearly killed a brave off-duty CBP officer. Both criminal illegal aliens had been arrested previously for violent crimes and released by the NYPD.”  

ICE detainers are legal requests to state or local law enforcement to hold illegal aliens in custody and turn them over to immigration authorities. These individuals often have prior deportation orders, criminal convictions, or pose as national security threats.  

As ICE officers are arresting and removing the worst of the worst criminal illegal aliens, they are facing a record number of assaults against them. Assaults on ICE law enforcement have increased by 830 percent since Trump took office. This increase in violence is largely driven by anti-ICE rhetoric and further fueled by these sanctuary politicians and their reckless policies.  

DHS reaffirms our commitment to the American people—it will not be deterred by partisan attacks or activist pressure. ICE will continue placing detainers, enforcing immigration law, and defending public safety—because every American deserves to feel safe in their own neighborhood.
