UPDATE: Man jailed for encouraging violent terrorist acts online

Source: United Kingdom London Metropolitan Police

An investigation by the Met’s Counter Terrorism Command led to a man being jailed after he encouraged others to carry out violent attacks in response to the Government’s handling of the Covid-19 pandemic.

Patrick Ruane, 55 (14.01.69), of west London, was sentenced on Monday, 11 November at the Old Bailey to a total of five years’ imprisonment, with an additional year to be served on licence following his release from prison.

He was previously found guilty at the same court on Friday, 13 September, of two counts of encouragement of terrorism.

Acting Commander Gareth Rees, from the Met’s Counter Terrorism Command, said: “Our investigation found large numbers of posts by Ruane where he was encouraging others to carry out extremely violent acts, all because he didn’t like the Government’s response to the pandemic. This wasn’t idle chit-chat online – he was encouraging people to seriously injure or kill others, suggesting who to target.

“This case should serve as a warning that if you’re encouraging people to commit acts of terrorism, then we will investigate. Where we find evidence of this, then there are very serious consequences, something that Ruane is now facing.”

Bethan David, Head of Counter Terrorism Division, at the Crown Prosecution Service, said: “This is a dangerous man who was prolific in encouraging violence because of his firmly held beliefs in a conspiracy theory.

“During a time when the nation was suffering a devastating pandemic and many lost loved ones, Patrick Ruane was using Telegram to spread false and damaging information and encourage violence and terrorism.

“He posed a credible threat to the peace and safety of the public, and it is only right that he has been found guilty today. The CPS will always seek to prosecute such appalling criminal behaviour, whether carried out in person or online, to keep the public safe.”

In 2021, detectives became concerned over a series of extremist posts on social media, which they linked to Ruane.

Officers arrested Ruane in November 2021 at his flat in west London, where they also seized a number of electronic devices. The various devices were analysed by specialist officers and they found that Ruane had posted in various groups which were against the government policies in relation to Covid-19 and the vaccination rollout.

Officers identified that amongst his posts were a large number of messages where Ruane had actively encouraged people to commit acts of violence due to his dislike of the government’s policies.

Detectives found posts where he was encouraging others to target staff linked to pharmaceutical companies producing the Covid-19 vaccinations. Ruane also posted about targeting MPs and police, as well as bombing vaccine laboratories and 5G infrastructure.

In reviewing Ruane’s messages, officers identified and evidenced a significant number of posts which demonstrated Ruane’s extremist views over a ten-month period between January and November 2021.

The investigation continued while Ruane was released on bail and he was charged in August 2023 with two counts of encouragement of terrorism (contrary to Section 1 of the Terrorism Act 2006), and one count of possessing a document useful for terrorism (contrary to Section 58 of the Terrorism Act 2000).

Following a trial at the Old Bailey he was found guilty in respect of the two counts of encouragement of terrorism and was found not guilty in relation to the possession of a document useful for terrorism. He was sentenced at the Old Bailey as above.

Two brothers jailed for stabbing and double shooting in Brent after ‘meticulous’ officers track their stolen vehicle for 27 miles

Source: United Kingdom London Metropolitan Police

Two brothers who carried out a stabbing and double shooting in Brent have been brought to justice after a meticulous investigation in which officers tracked their stolen vehicle for over 27 miles.

Jahni Thomas, 30 (23.05.94) and Jahmarley Thomas, 26 (25.07.98); who are both from Brent, were both convicted at Isleworth Crown Court in December 2022 of two counts of attempted murder; one count of conspiracy to possess a firearm with intent to endanger life and one count of possession of points and blades.

On Friday, 1 December 2023 Jahmarley Thomas was sentenced to a total of 34 years’ imprisonment, with a further three to be served on licence.

The sentencing for Jahni was adjourned until Friday, 8 November. He was sentenced to 35 years’ imprisonment, with a further three to be served on licence.

The jury heard that shortly before 05:30hrs on 6 November 2021, police were called to reports of a stabbing and shots fired on Standard Road, NW10.

Police, including firearms officers, attended the scene and found a 28-year-old man with a gunshot wound to the chest and a stab wound to the back. He was taken by LAS to hospital where his injuries, although initially serious, were deemed not life threatening following treatment.

Another man, aged 31, also sustained a gunshot wound to his hand and was taken to hospital. His injuries were not life-threatening.

Detectives immediately began enquiries and found that the vehicle used in the incident was stolen and on cloned plates.

They tracked the vehicle on CCTV for over three hours and 27 miles as it drove around north west London.

These CCTV enquiries established that two hours before the attack, the brothers attended Standard Road, NW10, to conduct a reconnaissance of the area and to make sure that their target was present.

They then returned two hours later where they lay in wait for their victim to leave a nightclub.

As he did so, they ambushed their victim from behind, stabbing him once and shooting him in the left shoulder. The gunman then ran to a second male who was attempting to take cover in a vehicle.

The gunman opened the car door and at point blank range, fired the gun a second time.

The second victim raised his left hand to protect himself. The bullet went through his hand and a jacket that was wrapped around it, and hit him in the chest, causing bruising.

After the shooting the brothers drove back to their home address and later moved the vehicle to Springfield Gardens NW9 where it was burned out.

Detective Constable Tom Harris of the Met’s Specialist Crime Command said: “This so easily could have been a murder investigation. The fact that nobody was killed was pure luck.

“The Thomas’ actions were premeditated and planned, with no consideration for the safety of bystanders who may have unwittingly been caught up in the shootings.

“The sentences handed down to the brothers demonstrates the danger they pose and I hope that the victims find a measure of closure in knowing that they have been taken off our streets for a considerable time.”

Met makes voluntary referrals to IOPC following complaints about Mohamed Al Fayed investigations

Source: United Kingdom London Metropolitan Police

The Metropolitan Police Service has voluntarily referred two cases to the Independent Office for Police Conduct (IOPC) after receiving complaints from two women regarding prior police investigations into allegations against Mohamed Al Fayed.

These complaints, involving investigations from 2008 and 2013, address concerns about the quality of police response and, in the case of the 2013 investigation, how details came to be disclosed publicly.

Commander Stephen Clayman, from the Met’s Specialist Crime team, said:

“We are actively reviewing 21 allegations reported to the Metropolitan Police prior to Mohamed Al Fayed’s passing, as well as the related police investigations, to determine if any additional investigative steps are available or there are things we could have done better. This process remains active, and we are committed to assessing all new allegations, pursuing justice where possible and transparently addressing any failings.

“In recent weeks, two victims-survivors have come forward with concerns about how their allegations were handled when first reported, and it is only appropriate that the IOPC assess these complaints. Although we cannot change the past, we are resolute in our goal to offer every individual who contacts us the highest standard of service and support.

“I encourage anyone with relevant information, whether you were personally affected or have knowledge about others who may have facilitated Al Fayed’s actions to contact us. Our priority remains to ensure that no stone is left unturned in the pursuit of justice.”

Background:

In addition to the 21 pre-existing allegations against Al Fayed, the MPS has received new reports since renewed media interest. Specialist officers are reviewing all information to determine if other individuals may be subject to investigation for related criminal offenses.

The MPS offers several ways to report information:
