U.S. Marshals Fugitive Task Force Captures Beaver Falls Homicide Suspect

Pittsburgh, PA – U.S. Marshal Stephen Eberle, Western District of Pennsylvania, announces the arrest of fugitive Daniel Lance Felo II, on January 9, 2025, in Connellsville, Pennsylvania.

Daniel Lance Felo II is charged by the Beaver Falls Police Department with criminal homicide, possession of a firearm, and robbery. These charges stem from an incident on December 30, 2024, in Beaver Falls, Pennsylvania where a 48-year-old male was found deceased.

The U.S. Marshals Western Pennsylvania Fugitive Task Force received a request from the Beaver Falls Police Department asking for assistance in locating and apprehending Felo. Through their investigation, the U.S. Marshals Western Pennsylvania Fugitive Task Force developed information that Felo may be staying in Connellsville, Pennsylvania. On January 9, 2025, the U.S. Marshals Task Force members, assisted by the Connellsville Police Department and Beaver Falls Police Department, arrested Felo without incident at the 500 block of North Pittsburgh Street in the City of Connellsville.

The arrest of this fugitive is the direct result of the cooperative investigative efforts between, U.S. Marshals Western Pennsylvania Fugitive Task Force, the Allegheny County Police Department, the Allegheny County Sheriff’s Office, the Pennsylvania Attorney Generals Office, the Pennsylvania Department of Corrections, the Pennsylvania State Police, Bureau of Alcohol, Tobacco and Firearms, and the Pittsburgh Bureau of Police.

Reduce, Reuse, Irradiate: IAEA Supports Partnerships in Asia and the Pacific to Recycle Plastic Waste

A unique combination of rapid population growth, urbanization and a shortage of available real estate has produced an acute housing crisis in the Philippines, whose population of nearly 110 million faces a shortage of approximately 6.5 million homes, projected to rise to 22 million by 2040.

Following a national stakeholder meeting organized through the ongoing IAEA project in 2023, the Philippine Nuclear Research Institute (PNRI) and Envirotech Waste Recycling Inc. formed a partnership in July 2023 that aims to address both the country’s housing crisis and its plastic waste problem.

Construction materials made from recycled plastic—including tiles, bricks, lumber and boards—are being provided by Envirotech for irradiation by PNRI experts to improve their tensile and sheer strength, abrasion resistance and other mechanical properties.

These efforts correspond closely to the objectives of the Philippines’ Post-radiation Reactive Extrusion of Plastic Wastes (PREx Plastic) Project, a national development plan supported by the NUTEC Plastics initiative that aims to use radiation to enhance the thermomechanical strength of materials produced from plastic wastes, which would enable more uses for recycled plastics.

The collaboration between PNRI and Envirotech Waste Recycling Inc. uses the company’s facility for upscaling experiments. “This enables the investigation and translation of lab-scale findings to real manufacturing setups,” said Jordan Madrid, Head of PNRI’s Chemistry Research Section.

“Through industry collaboration, the objectives of applied research are more precisely targeted, thereby enhancing its industrial relevance and, as a result, its national impact,” Madrid added.

Bible Hill — Update: Northeast Nova Major Crime Unit investigating suspicious death as a homicide

The RCMP Northeast Nova Major Crime Unit (NEN MCU) is investigating the suspicious death of a woman in Bible Hill on January 3 as a homicide.

On January 3 at approximately 9:30 am, Colchester County District RCMP responded to a home on Bomber Dr. as part of a wellbeing check and located a deceased 42-year-old woman and an unconscious man who was transported to hospital.

The woman’s death was considered suspicious and NEN MCU took lead of the investigation, supported by Colchester County District RCMP, Truro Police Service, RCMP Forensic Identification Services (FIS) and the Nova Scotia Medical Examiner Service.

The Medical Examiner Service has ruled the death a homicide. Investigators have executed search warrants to collect supporting evidence and NEN MCU continues to lead the investigation with support from RCMP Forensic Identification Services (FIS). There is no evidence to suggest a risk to the public or that the homicide is an incident of intimate partner violence.

Deer Lake — Arrest warrant issue for Shane White

Deer Lake RCMP and the Royal Newfoundland Constabulary (RNC) in Corner Brook are looking to arrest wanted man, 39-year-old Shane Roderick White of Benoit’s Cove, who is actively evading police.

White is wanted in relation to a number of charges including:

  • Robbery
  • Robbery with the use of a firearm
  • Extortion with a firearm
  • Unauthorized possession of a firearm in a motor vehicle
  • Failure to attend court – two counts
  • Failure to comply with a condition of a release order – eight counts

Natuashish — Arrest warrant issued for Wayne Mistenapeo

An arrest warrant has been issued for 28-year-old Wayne John Kaniuekutat Mistenapeo who is actively evading police.

Mistenapeo is wanted by Natuashish RCMP in relation to a number of charges including:

  • Assault
  • Uttering threats
  • Mischief under $5,000
  • Breach of probation – two counts
  • Breach of a release order – three counts

Lower South River — Search warrant executed for drug trafficking investigation

The RCMP’s Antigonish-Guysborough Street Crime Enforcement Unit (SCEU) has arrested multiple people after executing a search warrant at a home in Lower South River.

On January 2, officers from the Antigonish-Guysborough SCEU, with assistance from the Pictou County Integrated SCEU and the Antigonish County District RCMP, executed a search warrant at a residence on Rogers Dr. in relation to an ongoing drug trafficking investigation.

Four people were arrested at the home without incident.

At the residence, investigators seized a quantity of cocaine, cash, five firearms, a taser, a baton, and property that had been stolen from a local business.

A 27-year-old man and 25-year-old woman, both of Lower South River, will face charges of:

  • Possession of a Controlled Substance for the Purpose of Trafficking
  • Possession of Property Obtained by Crime
  • Careless Storage of a Firearm
  • Possession of a Prohibited Weapon
  • Possessing a Weapon for a Dangerous Purpose

They were released from custody to appear in Antigonish Provincial Court on February 26.

Ellsworth Decoste, 37, of Frankville, was also arrested at the residence for outstanding warrants. He faces new charges of Failure to Comply with Release Conditions (three counts) and Theft Under $5,000. He was held in custody and attended Antigonish Provincial Court on January 2.

The fourth person arrested was released without charges.

Harbour Grace — Harbour Grace RCMP investigates break, enter and theft at Scotiabank in Carbonear, stolen excavators and pickup truck used

Harbour Grace RCMP is investigating a break, enter and theft that occurred at the Scotiabank in Carbonear today, January 9, 2025. A stolen pickup truck and two stolen excavators were used during the commission of the crime.

Shortly after 1:00 a.m., a commercial pickup truck was stolen from a gated compound on Goff Avenue in Carbonear. Following this crime, two excavators that were parked on a commercial property adjacent to the Scotiabank on Powell Drive were stolen.

At approximately 1:25 a.m., Harbour Grace RCMP received a report of commercial alarm at the Scotiabank in Carbonear. Police arrived on the scene minutes after receiving the call for service and found the business heavily damaged by the two stolen excavators that remained at the scene. An ATM was extracted from inside the bank and was loaded into the stolen pickup truck which had departed the scene prior to police arrival.

Police believe multiple individuals are involved in this crime.

At approximately 6:45 a.m. this morning, police received information that the stolen truck departed Brigus Junction, entered onto the Trans-Canada Highway and exited the TCH at Middle Gull Pond. Following this information, the stolen pickup truck was located abandoned in a gravel pit off the Trans-Canada Highway near Middle Gull Pond and was recovered by Holyrood RCMP. Police believe suspects transported the ATM from the stolen pickup truck into another vehicle.

Harbour Grace RCMP is asking business owners, residents and anyone who may have been in Carbonear during the time of these crimes to check for all available surveillance footage. Additionally, police ask anyone in the area of Brigus Junction check for available surveillance footage of the stolen pickup truck. Officers are also asking individuals in the area of Middle Gull Pond to check surveillance for the stolen pickup truck or any other vehicle traveling in that area during the early morning hours today. Mahone Bay — Southwest Nova RCMP Major Crime Unit leads investigation into intimate partner deaths in Mahone Bay

The Southwest Nova RCMP Major Crime Unit is leading the investigation of suspicious sudden deaths in Mahone Bay that were found to be the result of intimate partner violence.

On January 5, 2025, at approximately 1:05 p.m., Lunenburg District RCMP responded to a request to check on the wellbeing of two people at a home on Long Hill Rd. in Mahone Bay. Responding officers found the remains of a 60-year-old woman and a 75-year-old man in the home. The deaths were believed to be suspicious and the Southwest Nova RCMP Major Crime Unit took carriage of the investigation.

In partnership with the Nova Scotia Medical Examiner’s Office, the investigation has determined that the woman’s death was a result of homicide and that the man, who died as a result of self-inflicted wounds, was responsible for the woman’s death. This incident was the result of intimate partner violence.

U.S. Marshals Service Arrest Fugitive Wanted for Murder of Ex-Wife

Chicago, IL – On January 8, 2025, Members of the United States Marshals Service, Great Lakes Regional Fugitive Task Force (GLRFTF) successfully apprehended Allen Oscar Woods of Hammond, Indiana, in Chicago, IL.

Allen Oscar Woods was charged in Lake Criminal Court with the shooting death of his ex-wife Tiffany Woods. According to the charges Woods was identified as the individual who publicly shot Tiffany Woods multiple times in the afternoon hours of December 27, 2024.

The investigation led officers to believe Woods fled Indiana to the Chicagoland area to evade capture. Law enforcement sought the assistance of local media, providing a photo and description of the fugitive, and requested to be contacted with tips that may lead to his apprehension. At approximately 3:30pm on January 8, 2025, law enforcement received a tip of an individual meeting the fugitive’s description near the 1200 block of South Canal Street in Chicago. Members of the GLRFTF-Chicago in conjunction with Chicago Police Department and Illinois Department of Corrections responded to the lead and successfully arrested Woods in a local establishment near the 1400 Block of South Canal Street.

Participating agencies included the Chicago Police Department, Illinois Department of Corrections, Hammond Police Detective Division and the U.S. Marshals’ Great Lakes Regional Fugitive Task Force.

The USMS has a long history of providing assistance and expertise to other federal, state, and local law enforcement agencies in support of their fugitive investigations. Working with authorities at the federal, state, tribal, and local levels, USMS-led fugitive task forces arrested more than 73,000 fugitives and cleared nearly 86,000 warrants in FY 2023.

To the fullest extent possible, ICE and CBP do not conduct immigration enforcement activities at protected areas such as along evacuation routes, sites used for sheltering or the distribution of emergency supplies, food or water, or registration sites for disaster-related assistance or the reunification of families and loved ones.

At the request of FEMA or local and state authorities, ICE and CBP may help conduct search and rescue, air traffic de-confliction and public safety missions. ICE and CBP provide emergency assistance to individuals regardless of their immigration status. DHS officials do not and will not pose as individuals providing emergency-related information as part of any enforcement activities.
