Arrests up by a third during Met Police summer crime crackdown

The Metropolitan Police Service has made more than 1,300 arrests during a crackdown on crime and anti-social behaviour in 20 hotspots across London.

Officers continue to relentlessly target wanted and prolific offenders through increased and intelligence-led patrols and operations, as part of increased police and partner activity over the summer.

Among those arrested was a suspected shoplifter who has been charged with carrying out 113 offences in Waltham Forest over 10 days, as well as a man who targeted the same Co-op in Notting Hill on 15 occasions.

Deputy Assistant Commissioner Ben Russell, the Met’s lead for Safer Summer Streets, said:

“Town centres across London continue to see an enhanced police presence this summer, building on reductions in theft, burglary, knife crime and robbery achieved so far this year, and more shoplifting cases solved.

“Despite the Met facing significant demand elsewhere in the capital — including festivals, concerts, sporting events and large protests — we are relentlessly focusing our resources on tackling the crimes that matter most to Londoners. Every day, we are targeting the prolific offenders who make the lives of others a misery.

“Through precise community crimefighting and intensified multi-agency action in 20 hotspots areas, offending is down and arrests are up.”

The Met analysed crime data to identify the 20 town centres and high streets across London that have the biggest challenge with anti-social behaviour, theft and street crime.

Delivered in partnership with local authorities, each borough continues to see increased police and partner activity in hotspot areas including Stratford, Woolwich Town Centre, Finsbury Park, Croydon Town Centre, Shepherd’s Bush Green, Elephant and Castle, Seven Sisters and the West End.

The intensified action is part of ongoing work by the Met and Mayor of London to boost local neighbourhood teams, enhance partnership working and put high-visibility policing at the heart of fighting crime and rebuilding trust.

Between 30 June and 10 August, there were 1,376 arrests in the 20 hotspot areas across London – up by a third compared to the same period last year. The number of cases solved is up 176 per cent.

The activity is part of the Home Office’s Safer Summer Streets campaign running until the end of September, which will see officers focusing on reducing criminality and anti-social behaviour.

The Mayor of London, Sadiq Khan, said:

“It’s incredibly encouraging to see the impact of the Safer Summer Streets campaign in London is already having, with arrests up by a third and offending down following the Met’s crackdown in hotspot areas.

“Neighbourhood policing not only builds stronger, more connected communities where everyone feels secure, but also increases the public’s confidence in the police. That’s why I’ll continue to prioritise neighbourhood policing and provide record funding for the Met to tackle the issues that matter most to Londoners, including shoplifting, theft and anti-social behaviour, as we build a safer London for everyone.”

Crime and Policing Minister, Dame Diana Johnson said:

“High streets and town centres are the very heart of our communities, but a decade of cuts to neighbourhood policing has left our town centres suffering from such little visible policing presence.

“We are working to turn this around. As part of our Plan for Change, we are boosting the number of neighbourhood police officers and delivering a summer blitz on town centre crime – sending a clear message to those who bring misery to our streets that their crimes will not go unpunished.

“These initial results from the Met are exactly what we want to see and demonstrate what we can achieve with a smart approach and more visible police presence, along with multi-agency action. I am grateful for their continued efforts to make streets safer for Londoners.”

The progress follows promising reductions in a number of crime types during the first six weeks of this financial year compared to the same period last year:

  • Neighbourhood crime down by 15.3 per cent
  • Knife crime down by 18.1 per cent
  • Residential burglary down by 17.7 per cent
  • Theft from the person down by 15.6 per cent
  • Personal robbery down by 12.8 per cent
  • Shoplifting – solved 163 per cent more cases this year

Examples of the types of arrests made and successful operations include:

  • A man has been charged with 113 shoplifting and burglary offences after targeting two supermarkets in Waltham Forest on multiple occasions between January and July 2025. The 33-year-old allegedly stole more than £13,000 worth of goods from Sainsbury’s Low Hall and committed 40 further offences at Morrisons on Salisbury Road. He’ll appear in court in November.
  • A prolific shoplifter who targeted the same Co-op in Notting Hill on 15 occasions has been jailed for six months. Steven Barrs, (29.03.81), of the Peabody Estate in Hammersmith and Fulham, stole items worth £624 from the store in St Ann’s Road between March and May 2025. He was sentenced in June 2025.
  • Officers on Sur-Ron bikes on patrol in the West End were alerted to a phone theft on Friday, 1 August. They detained a man on Tottenham Court Road. The 18-year-old was arrested and remains on bail while further enquiries are carried out. We have increased targeted patrols in hotspot areas to identify and deter perpetrators. We’re also using new tactics, such as investing in Sur-Ron e-bikes, to help us catch more offenders.
  • Officers arrested three men within minutes of a burglary at a phone shop in the West End on Thursday, 27 July. The men reportedly entered the O2 store on Tottenham Court Road wearing balaclavas and were reported to have stolen around 100 iPhones and a number of Apple Watches with an estimated value of £100,000. The Metropolitan Police is prioritising resources and putting more officers on the beat in the busiest parts of London to focus on core policing priorities, protect the public, and tackle areas with high crime. Despite the Met getting smaller, it is applying more resources and smarter tactics to tackle the biggest priorities.

Up to 80 more officers will join the dedicated West End team to bear down on crimes which Londoners care about the most – including anti-social behaviour, violence against women and girls, shoplifting and phone robbery – as part of the Met’s focus on neighbourhood policing.

Six town centre teams will also be expanded or newly created with 90 additional officers in areas with the highest volumes of thefts and robberies covering Brixton, Kingston, Ealing, Finsbury Park, Southwark, and Spitalfields. Read more here.

U.S. Marshals in Massachusetts Arrest New York City Fugitive Wanted for Attempted Murder

Boston, MA – The U.S. Marshals Service Massachusetts Fugitive Task Force (MATF)on Monday arrested in Worcester a man wanted for an attempted murder in May in New York.

Gregory Alphonso was the subject of an arrest warrant issued May 23 from the City of New York Supreme Court, Kings County, New York.  

The New York City Police Department (NYPD) requested assistance from the USMS New York/New Jersey Regional Fugitive Task Force (NY/NJ RFTF) with locating Alphonso.  

The NY/NJ RFTF and the NYPD worked collaboratively and provided investigative information to the MAFTF, as investigators developed information that Alphonso was in Massachusetts. 

The MAFTF, with assistance from the Massachusetts State Police Violent Fugitive Apprehension Section and Worcester Police Department, tracked Alphonso to Worcester where he was placed under arrest.  

Alphonso was charged as a fugitive from justice and will be arraigned in Massachusetts pending his extradition back to New York.

Police appeal as part of investigation in Romford

Police are appealing for witnesses to come forward following the death of a 27-year-old woman in Chadwell Heath Lane, Romford.

On Saturday, 16 August at 5:34hrs police were called to reports of an assault in Chadwell Heath Lane. A woman was found with serious injuries and despite the best efforts of paramedics was pronounced dead at the scene. She has since been identified as 27-year-old Zahwa Salah Muktar.

Zahwa’s family continue to be supported by specialist officers.

Investigators are continuing to urge any witnesses who may have information to contact police.

Detective Chief Inspector Phil Clarke who is leading this investigation said:

“Our thoughts remain with Zahwa’s family and friends at this undoubtedly difficult time for them all.

“We are keen to understand the events prior to Zahwa’s death.

“We know that Zahwa was in the company of a group of people in the vicinity of Palatine Road, N16 in the early hours of Saturday, 16 August.

“We would like to speak with anyone who was with Zahwa and who may have any information that may help police understand her movements on that day.”

Superintendent Clare McCarthy from the policing team in the local area said:

“This was a tragic incident, and our thoughts are very much with Zahwa’s family and loved ones.

”We understand how important it is to address any concerns within the community and we are working closely with our partners, including local authorities, faith leaders, and community representatives, to provide support and reassurance.

U.S. Marshals Arrest Illegal Alien Wanted in Three Vehicle Homicides in Florida

Washington, DC – The U.S. Marshals Service (USMS) arrested Harjinder Singh in Stockton, California, on three counts of Vehicle Homicide, August 16.

Singh, 28, was wanted by the Florida Highway Patrol (FHP) for allegedly operating a semi-truck that attempted to make a U-Turn and crossed directly in front of a vehicle, causing the vehicle to crash into the trailer and killing three people in the vehicle. The crash happened on Florida’s turnpike in St. Lucie County August 12, 2025.

An investigation revealed Singh and his passenger, Harneet Singh, flew to Sacramento, California, August 13. An arrest warrant was issued August 15. He allegedly entered the United States illegally in 2018 and obtained a California Commercial Driver’s License.

U.S. Marshals received the warrant and associated information from FHP August 16 and collateral lead was sent to the Eastern District of California. U.S. Marshals and Task Force Officers responded to an address associated with Singh in Stockton. They identified Singh as the lone occupant of a vehicle that arrived during surveillance of the location.

Singh was taken into custody without incident. He was booked at the San Joaquin County Jail to await initial appearance. An immigration detainer was also filed on behalf of Immigration and Customs Enforcement.

“Our great Director of the U.S. Marshal Service, Gadyaces Serralta, has worked incredibly hard to support the Florida Highway Patrol and apprehend this dangerous illegal alien who will now face justice,” said U.S. Attorney General Pamela Bondi. “Sanctuary states like California must end their lawless policies to protect innocent American lives.”

“This priority effort was a cross country, multi-state and multi-agency success”, said USMS Director Gadyaces S. Serralta. “This again proves our dedication to bring criminals to justice for what they have done no matter where they run.”

PC charged with misconduct in public office

A serving Met officer has been charged with misconduct in public office.

PC Peter Woodfine, attached to South Area Command Unit, is due to appear at Westminster Magistrates’ Court on Wednesday, 20 August, charged with one count of misconduct in public office. He was charged on Friday, 18 July.

The charge relates to a series of incidents between June 2023 and September 2023 where it is alleged that PC Woodfine engaged in an inappropriate personal relationship with a member of the public while acting in his capacity as a police officer.

The alleged offence took place when he was on duty.

The Met’s Directorate of Professional Standards have been informed.

He is currently suspended from duties.

U.S. Marshals Seek DC Man Wanted for Rape on Penn State Campus

Philadelphia, PA — The U.S. Marshals Service Eastern Pennsylvania Violent Crime Fugitive Task Force is asking for the public’s assistance in locating a man wanted for a September 2024 rape at the Abingdon campus of the University of Pennsylvania State.

Abdul-Jabril Cooper, 19, is the subject of a July 16 Montgomery County District Attorney’s Office warrant for rape. 

Cooper, who was a student at the time, is charged with raping a female student in his campus apartment and has since disenrolled from the university. 

Investigators from Penn State University Police and the U.S. Marshals Service have offered Cooper the opportunity to surrender but Cooper has declined. The U.S. Marshals Service Violent Crimes Fugitive Task Force in Philadelphia is now assisting the Penn State University Police and the Montgomery County District Attorney’s Office in apprehending Cooper.

Cooper stands 5 feet 9 inches and weighs approximately 160 pounds. He has black hair and brown eyes. His last known address was in the 1200 block of Southern Avenue SE in Washington, D.C. 

“The rape of a student on a collegiate campus is a betrayal of safety that deserves immediate justice,” said Supervisory Deputy U.S. Marshal Robert Clark. “Actively evading law enforcement is a consciousness of guilt and Mr. Cooper should surrender immediately.”

The Eastern Pennsylvania Violent Crimes Fugitive Task Force is a team of law enforcement officers led by U.S. Marshals in Philadelphia and the surrounding counties. Membership agencies include the Philadelphia Police Department, Pennsylvania State Parole Officers, Pennsylvania State Police, Pennsylvania Attorney General Agents, Chester Police Department, and Bucks County Sheriff’s.

Man found guilty of the attempted murder in Dalston shooting

A man involved in a shooting which left a nine-year-old girl with life-changing injuries has been found guilty of attempted murder.

A jury delivered the verdict to 33-year-old Javon Riley (13.12.1993) of Moselle Street, Tottenham at the Old Bailey on Monday, 18 August following the conclusion of a three-week trial on Wednesday, 13 August.

He was found guilty of the attempted murder of three men, as well as causing grievous bodily harm to nine-year-old.

Specialist detectives are now offering a financial reward of up to £15,000 for information that leads to the identification, arrest of and prosecution the man who fired the weapon.

Riley did not shoot the gun but played a key role in orchestrating and implementing a plan intended to end the lives of rival members of an organised crime network on Wednesday, 29 May 2024.

At 21:19hrs outside a bustling Dalston restaurant, a gunman pulled up on a stolen Ducati Monster and opened fire six times. One of those bullets lodged in the brain of a young girl as she ate ice cream with her family – the other rounds struck three men.

All four were taken to hospital for emergency, life-saving surgery.

In the months that followed, detectives discovered that Riley scoped the area over several days.

Evidence showed that he sat at a bar opposite the restaurant – sipping a pina colada as he studied the flow of traffic in Kingsland Road – calculating what was needed for the gunman to successfully carry out the shooting.

On the evening of the incident, Riley drove from north London in a stolen car and travelled past the restaurant on several occasions to ensure that the intended targets were present.

After the shooting, Riley was instrumental in ensuring the shooter evaded capture, transferring him from the scene as well as disposing of the firearm. Both the gun and gunman are yet to be found.

Speaking at court following the verdict, Detective Inspector Ben Dalloway, who led the investigation, said: “Javon Riley’s actions traumatically altered the trajectory of a little girl’s life. While this outcome serves as a slither of justice, the dangerous individual responsible for pulling the trigger remains on our streets.

“Those who ordered this shooting are a highly sophisticated criminal organisation. We understand that people may be worried about talking to us because of this, but it is imperative we hear from anyone who can assist this investigation.

“Justice must be secured for this little girl and her family.”

The mother of the nine-year-old girl added:

“In a single moment, the future we had imagined for our daughter was torn away. She was once an energetic, adventurous child — everything that celebrated movement, energy, and life.

“Now, weakness on her left side means she can only watch from the sidelines, living with a titanium plate in her skull and a bullet still in her brain. As parents, we are shattered — emotionally, physically, mentally, and financially. Each day brings new challenges, from her slower growth on one side to the emotional and mental scars that cannot be seen.

“The world we once believed was safe for our child now feels frightening and uncertain. This was not just an accident — even if our daughter was not the intended target, those responsible were still attempting to take lives, It is brutal and inhumane. We live with this pain every day, knowing nothing will ever be the same for our family.”

The Ducati Monster used in the shooting had a white body, red chassis and red wheels. In 2021 it was stolen from a Wembley property and at the time of the shooting, was displaying the registration plates DP21 OXY. It has since been recovered and is believed to have links to Nunhead.

Detective Superintendent Brittany Clarke, who leads policing in Hackney and Tower Hamlets, said: 

“This incident had a devastating impact on local communities throughout north London.

“Although crime has decreased in Hackney, events such as this remind us that violence has a lasting effect on children and young people. We continue to work with the council, local charities and wider partners to address cause and impact of organised crime.

“If there is someone in the local community who knows what happened that night, and is yet to talk to us, please reconsider your decision to stay silent and share what you know.”

Police make further arrest in Romford murder investigation

Police have now made a fourth arrest in relation to a murder investigation in Romford.

A 35-year-old man was arrested on the evening of Sunday, 17 August on suspicion of assisting an offender and he remains in police custody.

This is in addition to a 35-year-old man who was arrested on suspicion of murder, alongside a 21-year-old and 22-year-old who were arrested on suspicion of assisting an offender.

All four men remain in police custody.

A murder investigation was launched on Saturday, 16 August after police and the London Ambulance Service were alerted to a woman who had been assaulted in Chadwell Heath Lane, Romford at around 05:30hrs.

Despite the best efforts of emergency services, she was sadly pronounced dead at the scene.

The woman has been identified as 27-year-old Zahwa Salah Mukhtar. Her family have been informed and are being supported by specially trained family liaison officers.

Early enquiries by detectives indicate this is an isolated incident and those involved are believed to be known to each other.

Detective Superintendent Brian Hobbs said: “Our thoughts today are with the victim’s family and friends in light of this truly tragic event.

“Although we have now made arrests, local residents will continue to see an increased number of officers in and around the area while our investigative work is carried out.

“I would ask anyone who was in the area of Romford, who may have seen or heard anything suspicious, to speak to us.”

Zahwa’s family said:

“Zahwa was a kind and loving person with high aspirations in life and her presence brought warmth to those around her.

“She was dearly loved by her family and friends.

“Zahwa’s tragic loss has left us heartbroken, and she will be truly missed by all who knew and loved her.

“Her memory will live on in our hearts forever.”

U.S. Marshals Arrest Felon Wanted for ATV Assault on MPD Officer

Washington, DC – The U.S. Marshals Service arrested Gerard Stokes in Greenbelt, Maryland as part of the public safety surge Making D.C. Safe and Beautiful on August 16, 2025.

Stokes, 30, was wanted by the Metropolitan Police Department (MPD), for one count of felony Assault of a Police Officer that occurred on March 15, 2025.

On that date, MPD Officers attempted to contact a group of individuals who were operating ATVs and dirt bikes near a gas station in the area of 14th St. and U St. NW. The individuals on the ATVs were parked next to the gas pumps. As the fully uniformed Officers approached the individuals, one of the individuals, later identified as Stokes accelerated his ATV, raised the front tires in the air and aimed it toward the Officers.

One Officer was able to move out of the way of the oncoming ATV, the other Officer, was struck head on by the ATV and drug approximately 15 feet across the gas station lot by Stokes who then fled the scene without stopping.

The Officer was rushed to WHC Medstar for injuries. The Officer is still recovering from the injuries and has not returned to full duty.

On July 15, 2025, members of the MPD 3rd Districts Detective’s Office served a Search Warrant at Stokes listed home address in Greenbelt, MD. With the assistance of Greenbelt Police Department, the search found and recovered multiple firearms to include rifles, shotguns and pistols as well as 720 rounds of 5.56 ammunition.

Stokes has a criminal history of Robbery, Aggravated Assault, and Carrying a Pistol without a License with a large capacity magazine.

He was arrested without incident by members of the U.S. Marshals Service Special Operations Group and the Capital Area Regional Fugitive Task Force at 6:15 a.m. yesterday in Greenbelt.

“This apprehension during this public safety surge proves that we are making a difference by getting ruthless and dangerous criminals off the street”, said Director of the U.S. Marshal Service Gadyaces S. Serralta. “By increasing the number of law enforcement professionals we are able to carry out the orders of the President and make DC safe and beautiful again. The cooperative effort during this crime emergency proves that criminals have no safe place here in our nations Capital. We are a unified force intent on making our Capital the best in the world”, Serralta said.

Since 2004, the Capital Area Regional Fugitive Task Force has focused resources and efforts on the enhancement of public safety and the reduction of violence within the National Capital Region, through the identification, investigation, and apprehension of fugitives wanted for egregious crimes against the community, while ensuring the equal application of Justice, Integrity, and Service for all.
