Nuclear Energy Education Gets a Boost from the IAEA

The IAEA conducted its first INEAS university mission in April in Ust Kamenogorsk, Kazakhstan, a country that is looking to restart its nuclear power programme. The mission — which engaged more than 90 participants from academia, government and industry — laid the ground for the development of a new bachelor’s degree programme in the ‘Operation of Nuclear Power Plants’ at the D. Serikbayev East Kazakhstan Technical University. It included curriculum workshops, technical visits and stakeholder consultations.

The IAEA also participated in an international forum with 14 expert presentations from Kazakhstan, Belarus and Russia, highlighting international best practices in nuclear education. Key outcomes included recommendations for planning national human resources development, curriculum enhancement, and expansion of cooperation through IAEA technical projects and STAR-NET, a regional network that promotes education and training in nuclear technologies.

“We are grateful to the IAEA for sending experts to our university to support the development of nuclear energy infrastructure. Their assistance also proved very helpful in designing the educational programme,” said Aizhan Baidildina, an associate professor at the the D. Serikbayev East Kazakhstan Technical University.

Kazakhstan, which is working with the IAEA to develop the infrastructure to reintroduce nuclear power, aims to complete its first nuclear power reactor in the next eight years. Its construction is expected to provide clean, reliable energy to the Central Asian country of 19 million people. Scientific and technical personnel are also being trained to operate the plant. Kazakhstan has the second largest uranium reserves in the world, accounting for 14 per cent of the global total. The country currently operates research reactors as well as several other nuclear installations related to the front end of the nuclear fuel cycle.

Update 299 – IAEA Director General Statement on Situation in Ukraine

The IAEA team based at Ukraine’s Zaporizhzhya Nuclear Power Plant (ZNPP) has been informed of a drone attack that damaged several vehicles near the site’s cooling pond last week, Director General Rafael Mariano Grossi said today.

Visiting near one of the areas of Friday’s purported attack, the IAEA team yesterday observed burnt grass and other charred vegetation, which the plant said was caused by a drone that crashed and caused a fire there.

In the latest such report highlighting constant dangers to nuclear safety during the military conflict, the ZNPP said six drones had been involved in the incident.

According to the plant’s information provided to the IAEA team, a group of personnel who were cleaning a nearby water reservoir at the time spotted the approaching drones and took cover, with no injuries. However, one of the drones hit the front of a truck and other vehicles were also damaged, the ZNPP said. Approximately one hour later, another drone crashed, causing the fire that burnt the vegetation, it added.

The incident occurred outside the site perimeter, around 600 metres from the nearest of the ZNPP’s six reactors.

The IAEA team members were yesterday shown the truck that was reportedly struck, but they could not confirm any damage as they were too far away from the vehicle. They also could not see any drone remains at that distance.

“If this report is confirmed, it would represent a completely unacceptable attack in the proximity of a major nuclear power plant. Whoever is behind such attacks is playing with fire. It must stop immediately,” Director General Grossi said. 

It comes just a few weeks after the IAEA team at the ZNPP heard repeated rounds of gunfire that appeared to be aimed at drones reportedly attacking the site’s training centre, also located just outside the site perimeter – on the opposite side to Friday’s reported attack. The training centre has been targeted several times this year, according to the ZNPP.

In February, a drone severely damaged the New Safe Confinement (NSC) at the Chornobyl plant in northern Ukraine, built to prevent any radioactive release from the reactor unit 4 destroyed in the 1986 accident and to protect it from external hazards.

Ukraine’s operating nuclear power plants (NPPs) – Khmelnytskyy, Rivne and South Ukraine – also regularly report of drones being detected near the respective sites.

“There are too many drones flying too close to Ukraine’s nuclear power plants, potentially threatening nuclear safety. As we saw in February, they can cause major damage at these facilities. Once again, I call for maximum military restraint in the vicinity of nuclear facilities,” Director General Grossi said.

IAEA Holds Rays of Hope Forum To Increase Access to Cancer Care

Cancer remains one of the leading causes of death on the continent, claiming around 2,000 lives every day.

Three years ago, to close the global cancer care gap, we launched the IAEA’s #RaysOfHope initiative at the African Union headquarters in Addis Ababa.

Today, we returned to take stock:

  • More than 90 countries have joined
  • Over €90 million mobilized
  • Hospitals upgraded
  • PET/CTs, SPECTs, mammography units and LINACs delivered
  • Radiotherapy centres coming online across several countries
  • Staff trained and networks developed

Building on this momentum, we signed a $4.5 million partnership with St. Jude Children’s Research Hospital – the largest contribution from a non-traditional partner to our cancer care work to date. We also launched a new nuclear medicine service at Black Lion Hospital – one of four radiotherapy centres supported by the IAEA in Ethiopia. The hospital now has SPECT/CT scanners, a linear accelerator, trained staff, and a mammography unit on the way.

Rays of Hope: The Achievements of Targeted Action

And this varies, depending on where you live in the world. Through its Rays of Hope initiative, the IAEA is giving more cancer patients access to life-saving care in low- and middle-income countries where the need is greatest. Three years since its launch, Rays of Hope is providing tangible support to people in all regions of the world.

IAEA and St. Jude Children’s Research Hospital Partner to Bridge Gap in Global Childhood Cancer Care

The International Atomic Energy Agency (IAEA) and St. Jude Children’s Research Hospital entered a significant new partnership to address inequality in global childhood cancer care at the Agency’s Rays of Hope Forum in Ethiopia today.

St. Jude, based in Memphis, Tennessee in the United States, is investing US $4.5 million over three years for the IAEA to support countries in expanding access to paediatric radiotherapy and to strengthen health systems, with the goal of improving survival rates and quality of life for children with cancer in low- and middle-income countries (LMICs).

Each year, an estimated 400,000 children develop cancer globally. While survival rates exceed 80% in high-income countries with accessible care, over 90% of children with cancer reside in LMICs, where survival rates remain below 30%.

A major contributor to this disparity is limited access to advanced clinical imaging, which is critical for accurate diseases classification, treatment planning and monitoring. Without it, children face delays or errors in diagnosis, significantly impacting outcomes.

Access to paediatric radiotherapy is severely limited in LMICs, despite its importance in treating nearly half of all childhood cancers. A 2021 IAEA study highlighted major challenges in these settings, including  equipment access or insufficiencies, and a critical shortage of specialized radiation medicine professionals for childhood cancers.

“Children should not die of cancer simply because of where they are born. Every child, everywhere, deserves the same chance to survive and thrive,” said IAEA Director General Rafael Mariano Grossi. “By closing the gap in access to cancer care, we can ensure that children, regardless of their geographic location or economic status, have equal opportunities for successful treatment. Survival should be a reality, not a privilege.”

The collaboration between the IAEA and St. Jude aims to strengthen national capacity in childhood cancer care and control and to improve access to paediatric radiotherapy by training specialists—essential for improving survival and outcomes for children with cancer. The partnership focuses on delivering technical resources, curricula and guidance documents for radiation oncologists, radiotherapy technicians and medical physicists, and supporting their implementation in selected LMICs. Through the imPACT Review assessment tools for childhood cancer, the collaboration also will assess capacities and needs of health systems and strengthen national cancer control programmes.

“Over the past decade, St. Jude has expanded its global presence in pursuit of increasing childhood cancer cure rates worldwide. A critical step in our mission is ensuring children everywhere have access to necessary diagnostics and treatment,” said James R. Downing, MD, president and CEO of St. Jude. “Partnering with IAEA highlights that commitment and will help save countless lives.”

This marks the launch of the IAEA’s Rays of Hope for Childhood Cancer, under the wider IAEA Rays of Hope initiative. Rays of Hope has expanded life-saving cancer care to thousands of patients in LMICs around the world since launching in 2022. Securing more than €90 million already from dedicated donors and partners, including governments mobilizing national resources, has helped close the gap in global radiation medicine. Building on this impact, the IAEA is working with St. Jude to expand the initiative to focus on the gap in childhood cancer care.

“Limited access to specialized care for children with cancer has a negative impact on their chances to be cured,” said Carlos Rodriguez-Galindo, MD, St. Jude executive vice president and director of St. Jude Global. “Significant gaps in the quality of radiotherapy services exist in LMICs when compared to what is routine practice across high-income countries. This effort with IAEA will help strengthen the national capacity to treat children with cancer, and increase access to the vital diagnostic imaging and radiotherapy that will improve the survival rate and quality of life for children affected by cancers where these treatments play a prominent role.”

Following today’s signing, the first phase of the Rays of Hope for Childhood Cancer initiative will focus on jointly developing technical products and guidance documents—referred to as Global Goods—and organizing a series of events to support their effective adoption and use by countries. Addressing childhood cancer is a multifaceted challenge requiring a comprehensive approach where the IAEA and St. Jude play key roles. It involves complex procedures that require sophisticated decision-making and highly technical skills that require specialized training. For paediatric radiotherapy specialists, partnership trainings and Global Goods will reduce knowledge gaps and enhance the quality of care their patients receive.

Through its Human Health Programme, the IAEA has helped countries around the world to prevent, diagnose and treat the disease by developing and applying nuclear and radiation techniques. St. Jude Children’s Research Hospital

St. Jude Children’s Research Hospital in Memphis, Tennessee, USA, is a global leader in the research and treatment of childhood cancer, sickle cell disease and other life-threatening pediatric diseases. St. Jude is the only National Cancer Institute–designated Comprehensive Cancer Center devoted solely to children. Treatments developed at St. Jude have helped push the U.S. childhood cancer survival rate from 20% to 80% since the hospital opened in 1962. St. Jude is extending its mission to help more children around the world. In 2018, St. Jude and World Health Organization launched the Global Initiative for Childhood Cancer to increase survival rates from 20% to 60% by 2030 for six of the most common forms of childhood cancer. Update on Developments in Iran (7)

Radiation levels in the Gulf region remain normal following the 12-day conflict that severely damaged several nuclear facilities in Iran, Director General Rafael Mariano Grossi of the International Atomic Energy Agency (IAEA) said today.

Citing regional data reported regularly to the IAEA through the International Radiation Monitoring System (IRMIS), Director General Grossi noted that this 48-nation network would have detected an important radioactive release from any damaged nuclear power reactor.

“From a nuclear safety perspective, Iran’s Bushehr Nuclear Power Plant and the Tehran Research Reactor represented our main concern as any strike affecting those facilities – including their off-site power lines – could have caused a radiological accident with potential consequences in Iran as well as beyond its borders in the case of the Bushehr plant. It did not happen, and the worst nuclear safety scenario was thereby avoided,” Director General Grossi said.

Stressing again that nuclear facilities should never be attacked, he reiterated the IAEA’s current assessment – based on information received from Iran’s Nuclear Regulatory Authority – that this month’s Israeli and U.S. strikes on Iranian nuclear sites would have caused localized radioactive releases inside the impacted facilities and localized toxic effects, but there has been no report of increased off-site radiation levels.

The Director General also emphasised the need for IAEA inspectors to continue their verification activities in Iran, as required under its Comprehensive Safeguards Agreement (CSA) with the Agency.

Update 298 – IAEA Director General Statement on Situation in Ukraine

Ukraine’s Zaporizhzhya Nuclear Power Plant (ZNPP) remains reliant on one single off-site power line to receive the external electricity it needs to cool its six reactors and their spent fuel, some seven weeks after it lost the connection to its last back-up power line, Director General Rafael Mariano Grossi of the International Atomic Energy Agency (IAEA) said today.

“The extremely fragile external power situation as well as challenges related to the availability of cooling water after the Kakhovka dam was destroyed two years ago underline the fact that nuclear safety remains highly precarious at the Zaporizhzhya Nuclear Power Plant. There are many important issues that must be addressed before it will be feasible to restart the plant,” Director General Grossi said.

The 330 kilovolt (kV) power line was disconnected on 7 May due to military activities some distance away from the ZNPP, leaving Europe’s largest nuclear power plant (NPP) dependent on one 750 kV line. Before the conflict, it had access to ten off-site power lines. Its six reactors have been in cold shutdown since 2024, but still require cooling water for their reactor cores.

Almost every day over the past week, the IAEA team based at the ZNPP has continued to hear explosions at various distances away from the site, a constant reminder of the close proximity to the frontline of the conflict.

The IAEA team has continued to conduct walkdowns across the site as part of the Agency’s mission to monitor and assess nuclear safety and security there.

Elsewhere in Ukraine, the IAEA teams at Ukraine’s three operating NPPs – Khmelnytskyy, Rivne and the South Ukraine – and the Chornobyl site reported hearing air-raid alarms over the past week. The teams at the Chornobyl site and the Rivne and South Ukraine NPPs have all rotated in recent days. Early on 21 June, the IAEA team at the South Ukraine NPP observed a drone around one kilometre from their hotel.

Two new deliveries of equipment have taken place under the IAEA’s comprehensive assistance programme for nuclear safety and security in Ukraine, bringing the total number of such shipments to 142 since the start of the armed conflict.

The State Enterprise Ukrainian Geological Company received portable radiation detection and monitoring devices within the framework of the IAEA Support and Assistance Mission to the Kherson Oblast (ISAMKO) programme in response to flooding caused by the destruction of the Kakhovka dam in mid-2023. The two deliveries were supported with funds from Japan.

World Bank Group, IAEA Formalize Partnership to Collaborate on Nuclear Energy for Development

The World Bank Group and the International Atomic Energy Agency (IAEA) sealed an agreement today to work together to support the safe, secure and responsible use of nuclear energy in developing countries. The partnership agreement, signed by World Bank Group President Ajay Banga and IAEA Director General Rafael Mariano Grossi, formalizes multiple engagements between the two institutions over the last year, and marks the World Bank Group’s first concrete step to reengage with nuclear power in decades.

The agreement also reflects a new, broader approach by the World Bank Group to electrification—one that prioritizes accessibility, affordability, and reliability, while managing emissions responsibly. With electricity demand in developing countries expected to more than double by 2035, this approach aims to help countries deliver the energy people need by enabling pathways that best fit their national context, including development objectives and Nationally Determined Contributions.

Nuclear energy provides continuous baseload power, enhancing grid stability and resilience. Reliable baseload electricity is essential for job-generating sectors such as infrastructure, agribusiness, healthcare, tourism, and manufacturing. Nuclear power is also a source of high-skilled employment and stimulates investment across the broader economy. In addition, it can adjust to changes in electricity demand and support frequency regulation, enabling greater integration of variable renewable energy sources.

“Jobs need electricity. So do factories, hospitals, schools, and water systems. And as demand surges—with AI and development alike—we must help countries deliver reliable, affordable power. That’s why we’re embracing nuclear energy as part of the solution—and reembracing it as part of the mix the World Bank Group can offer developing countries to achieve their ambitions. Importantly, nuclear delivers baseload power, which is essential to building modern economies,” said World Bank Group President Ajay Banga. “Our partnership with the IAEA marks an important step, and I’m grateful to Rafael for his personal commitment and leadership in making this possible. Together, we’ll deepen our expertise, support countries that choose nuclear, and ensure that safety, security, and sustainability guide every step forward.”

Under the memorandum of understanding signed today, the IAEA will work with the World Bank Group in three key areas:

  • Build knowledge related to the nuclear field: Expand the World Bank Group’s understanding of nuclear safety, security, safeguards, energy planning, new technologies, fuel cycles, reactor lifecycles, and waste management.
  • Extend the lifespan of existing nuclear power plants: Support developing countries in safely extending the life of existing nuclear reactors-one of the most cost-effective sources of low-carbon power-as many global reactors near the end of their original 40-year design life.
  • Advance SMRs: Accelerate the development of small modular reactors (SMRs), which offer flexible deployment, lower upfront costs, and potential for wide adoption in developing economies.

Thirty-one countries currently operate nuclear power plants, which combined produce about 9% of the world’s electricity, amounting to almost a quarter of all low-carbon power globally. More than 30 other countries, most of them in the developing world, are considering or already embarking on the introduction of nuclear power and are working with the IAEA to develop the necessary infrastructure to do so safely, securely and sustainably.

“SMRs have great potential to cleanly and reliably power progress and fight poverty, but financing remains a roadblock,” Director General Grossi said. “Today’s agreement is a crucial first step to clearing that path.”

Global Nuclear Emergency Exercise Concludes, Testing International Response in Simulated Reactor Accident

The International Atomic Energy Agency (IAEA), in collaboration with over 75 countries and 10 international organizations, successfully concluded a 36-hour simulation that tested global readiness and response mechanisms to a severe nuclear emergency scenario at Romania’s Cernavodă Nuclear Power Plant. The ConvEx-3 (2025) exercise began on 24 June and concluded today, 25 June, at about 17:45 CEST.

Such exercises are held every three to five years and are based on simulated events hosted by IAEA Member States.

The exercise simulated a significant release of radioactive material, prompting participating nations and organizations to engage in real-time decision-making, information exchange, public communication and coordination of protective actions, including medical response and cross-border logistics.

“The ConvEx-3 (2025) demonstrated the strength of international cooperation in nuclear emergency preparedness,” said Carlos Torres Vidal, Director of the IAEA’s Incident and Emergency Centre. “By working together in realistic scenarios, we enhance our collective ability to protect people and the environment.”

Key innovations in this year’s exercise included:

  • Enhanced regional collaboration: Recognizing the transboundary impact of severe nuclear accidents, neighbouring countries Bulgaria and the Republic of Moldova coordinated protective measures to ensure harmonized responses across borders.
  • Integration of nuclear security scenarios: The simulation incorporated physical protection challenges and cyber security threats, reflecting evolving risks.
  • Advanced crisis communication testing: An expanded social media simulator was utilized to assess and improve public information strategies.
  • Deployment of international assistance missions: Expert teams from Bulgaria, Canada, France, Lithuania, Moldova, Sweden and the United States of America conducted joint operations, including aerial and land-based radiation monitoring, under the IAEA’s Response and Assistance Network (RANET).

The exercise emphasized the importance of timely information sharing, accurate assessment and prognosis, and effective public communication during nuclear emergencies.

ConvEx-3 exercises are conducted every three to five years to evaluate and strengthen the emergency response frameworks established under the Convention on Early Notification of a Nuclear Accident and the Convention on Assistance in the Case of a Nuclear Accident or Radiological Emergency.

In the coming weeks, the IAEA will compile feedback from all participants to identify best practices and areas for improvement, contributing to the continuous enhancement of global nuclear emergency preparedness. The final report will guide preparations for the upcoming International Conference on Nuclear and Radiological Emergencies (EPR 2025) to be held this December in Riyadh, Saudi Arabia.
