On September 2, 2023, at approximately 2:45 am, Moose Lake RCMP responded to a report of a shooting at a residence in the community.

Officers arrived at the scene to find a 34-year-old male with life-threatening injuries. Police transported the victim to hospital where he was life-flighted to Winnipeg, where shortly after arriving, he succumbed to his injuries. His death is being treated as a homicide.

Due to ongoing violence and threats in the community, the “D” Division Emergency Response Team and North District CREST unit are in the community assisting Moose Lake Detachment conducting check stops, patrolling and responding to calls.

Moose Lake RCMP, along with Major Crime Services and RCMP Forensic Identification Services, continue to investigate.

Digby RCMP responded to a report of a boat fire at the Sandy Cove wharf in Digby County.

On September 2, 2023, Digby RCMP and fire, responded to a report of a fishing boat that was on fire at the Sandy Cove wharf in Digby County. RCMP officers learned that a 36′ fishing boat was on fire and the fire had spread to a second boat that was docked at the wharf. Once the fire departments were able to extinguish the fire, an investigation into the cause of the fire was conducted.

During the investigation, evidence, including statements and video surveillance, was obtained and reviewed. As a result of the evidence collected, the fire was determined to have been caused by the failure of electrical components on board the 36′ fishing boat.

The fire is not suspicious and the investigation has been concluded.

Eskasoni RCMP charge man in armed robbery in Eskasoni.

On September 1, 2023 at approximately 12:35 p.m., Eskasoni RCMP responded to a report of an armed robbery that occurred at a gas station on Castle Bay Rd. in Eskasoni. RCMP officers learned that a man had entered the gas station, armed with a knife, stole cash from the till, and then fled on foot. No one was injured during the incident.

Approximately 45 minutes later, RCMP officers located the suspect and attempted to arrest him, however the man fled on foot. RCMP officers gave chase and caught up the man after he had tripped and fallen. A struggle ensued, resulting in an officer delivering a strike to the man, and he was subsequently handcuffed. The man suffered minor injuries as a result of the strike and he was treated and released by EHS.

During the booking-in process at the Eskasoni Detachment, the man assaulted an officer, resulting in the man being immediately taken to a cell and lodged for the night. The officer was not injured.

Charles Marshall, 30, of Eskasoni, has been charged with Robbery, Disguise with Intent, Assaulting a Peace Officer, Resisting Arrest and Breach of Probation (2 counts). Marshall was remanded into custody and will appear in Sydney Provincial Court on September 5, 2023, at 9:30 a.m.

A 51-year-old man from Kilburn and 18-year-old man from Fosterville, have died following a two-vehicle collision in Lansdowne, N.B.

On September 2, 2023, at approximately 2:06 a.m., members of the Western Valley Region RCMP detachment, responded to a report of a collision involving two vehicles on Highway 130, in Lansdowne.

At this time, the cause of the collision is unknown. Both drivers died at the scene as a result of their injuries and were the sole occupants of the vehicles.

Members from the Hartland Fire Department, Ambulance New Brunswick and a member of the New Brunswick Coroner’s office attended the scene and is assisting with the ongoing investigation.

September 2, 2023 Seacow Pond – RCMP issue an Alert in response to sword attack in Seacow Pond. Anyone with information is asked to contact West Prince RCMP 902-853-9300.

On September 1, 2023, at 9:30 p.m. RCMP responded to a report of two people who were attacked on the beach at Seacow Pond. RCMP were able to assist the victims quickly, arriving 10 minutes later. Police learned that an unknown man wearing a dark surgical mask and carrying a sword approached three people on the beach. He attacked a woman and a youth and then fled on foot. The youth suffered minor injuries but the 42-year-old woman suffered serious, but non-life-threatening injuries, the third person was uninjured. Witnesses saw the man going through back yards in Seacow Pond. RCMP dog, drone, Major Crime, RCMP Forensic Ident Unit and multiple Detachment Officers responded to this incident. The motivation behind this incident is still unknown.

Police employed the Provincial Emergency Measures Intrusive Alert System. An Alert was issued for the area surrounding Seacow Pond where residents were asked to lock their doors and stay away from windows. The Alert was cancelled hours later as there did not appear to be an immediate threat to the public. As with any alert people may wonder why they did not receive an alert on their cell phone. Police targeted cell phones in Northern Prince County only. Alerts are intended to reach affected people in instances were there exists a potential immediate threat to the public. Police continue to ask residents to exercise vigilance, and lock doors.

The accused is described as approximately 5’10” wearing a dark mask and possibly a green hoodie. The 79-year-old woman from Pennfield, N.B., who was reported missing to police on September 1, 2023, has been located safe and sound.

The RCMP would like to thank the public for their assistance as well as acknowledge the work of the Charlotte County Ground Search and Rescue team, who were supported by members from the York Sunbury and River Valley Ground Search and Rescue teams, the Pennfield and St. George Fire Departments and members of Justice and Public Safety.

On September 4, 2022, Saskatchewan experienced an inconceivable loss of lives on James Smith Cree Nation and in Weldon. Eleven lives were lost. The survivors, families of victims and the community at large have been changed forever due to the senseless acts of one individual.

We’ve heard of the bravery of local residents who went towards danger to assist and protect their loved ones and neighbours, some at the cost of their own life. The heartache that comes with remembering each loved one lost in these communities will never truly disappear. These heroic, selfless acts garner my deepest respect and are what I remember vividly when I think of September 4^th.

We had over 500 personnel from almost every RCMP Division across the country (including 369 from Saskatchewan) from B.C. to the Northwest Territories to New Brunswick deployed to assist with the initial police response in the hours and days following this mass casualty incident.

I am humbled by the continued level of dedication from our employees:

• Family Liaison Officers have shown compassion throughout their work to ensure surviving victims and families of the deceased are supported and kept informed.
• Melfort RCMP has maintained a strong partnership with the James Smith Cree Nation Security team over the past year, which has been integral to ensure the safety needs of this community have been met.
• Saskatchewan RCMP Indigenous Policing Services supported our investigative units on cultural sensitivity and best practices when working with Indigenous communities. They also served as community liaisons to ensure Elders and the leadership on James Smith Cree Nation and in Weldon had direct contacts to ask questions or voice concerns.
• In June, our Major Crimes Team, in conjunction with the RCMP Behavioral Sciences Branch, completed a preliminary report of the post-mortem psychological autopsy for Myles Sanderson. It is still undergoing internal review and will form part of the disclosure in preparation for the Saskatchewan Coroners Service Inquest in 2024.

Last week, I had the honour of standing alongside other first responders who assisted during the aftermath of this tragedy at the FSIN Traditional Health Gathering on James Smith Cree Nation. I continue to be in awe of the strength and resiliency of these communities as they continue to heal from these unspeakable acts of violence. Bringing people together is a necessary step to help shape the future and renew a community to a place of hope and healing.

To the individuals who call James Smith Cree Nation and Weldon home: the Saskatchewan RCMP is honoured to continue to serve you as your provincial police service with the utmost level of excellence, compassion and integrity you all expect and deserve.

The Northwest Territories RCMP have received information that a group of people may be planning an unsupported return to Yellowknife. The information received is that a group of people are planning to re-enter in the territory in as many as 50 vehicles from Alberta and that “they will not stop for the checkpoints”.

The RCMP strongly discourage any such action. “The evacuation orders and territory-wide state of emergency remain in effect. It is not safe to return to any of the communities under evacuation order,” states Cpl. Matt Halstead, NT RCMP Media Relations. “Trying to return now puts you at risk. There have been extended highway closures due to active wildfire activity, poor visibility and there is a lack of emergency services to respond to a collision or medical emergency while people are in transit. Importantly, if you are not approved for re-entry, you will be turned away. Anyone who engages in activity that risks the safety of Department of Infrastructure staff or RCMP officers at the checkpoints, may face prosecution.”

The communities under evacuation are not prepared for a mass return of residents and there are limited resources in the communities that are intended to support firefighting efforts and essential personnel. The RCMP have the authority under the Emergency Management Act to enforce the checkpoints.

The Northwest Territories RCMP with the support of the Alberta RCMP are continuing to investigate this matter. “We understand that people want to come home” states Cpl. Halstead, “but this type of activity has the potential to drain resources and delay the receipt of essential supplies for fire-fighting efforts. Trying to return to any of these communities en masse, would be irresponsible and threatens to exacerbate already difficult conditions.”

On August 31, 2023, on Lake Manitoba First Nation, searchers located human remains believed to be that of missing person, Lyndon McIvor.

His death is considered suspicious and Lundar RCMP, along with Major Crime Services and Forensic Identification Services, continue to investigate.

On August 27, 2023, Lundar RCMP received a report of a missing male from Lake Manitoba First Nation.

Lyndon McIvor, 25, was last seen on August 26, 2023, at 5:30 am, on the Main Road in the community.

He is 6’0″, 175 lbs with black hair, brown eyes and a goatee. He was last seen wearing a black long sleeve Puma shirt, khakis, white Nike shoes and often wears a baseball cap.

The St. George RCMP is asking for the public’s help to locate a missing 79-year-old woman from Pennfield, N.B.

Barbara Billington was last seen on September 1, 2023, at approximately 1:30 p.m. at a residence on McKay Loop Road in Pennfield. She was reported missing to police the same day. Police have followed up on several leads to try and locate her, but have so far been unsuccessful. Police and her family are concerned for her wellbeing as she has a medical condition that could make her appear confused.

Barbara Billington is described as being approximately five feet (152 centimetres) tall, and weighing approximately 90 pounds (41 kilograms). She wears glasses, and has white hair. She was last seen wearing a teal shirt, black pants, and mismatched colourful shoes.

Residents in the Pennfield area can expect an increased police presence as the St. George RCMP, RCMP specialized policing services and local ground search and rescue teams search for Barbara Billington.
