Regina — Lieutenant Governor of Saskatchewan presents RCMP with new Guidon

On behalf of His Majesty King Charles III, His Honour the Honourable Russ Mirasty, S.O.M., M.S.M., Lieutenant Governor of Saskatchewan, presented a new Guidon, the ceremonial flag, to the Royal Canadian Mounted Police at the RCMP Academy today.

The ceremony included a parade, and the consecration and formal presentation of the new Guidon. His Honour the Honourable Russ Mirasty and the RCMP Commissioner Mike Duheme addressed those attending this historic event. The presentation of a Guidon for the first time in 50 years was the occasion to honour the service and dedication of duty to the Sovereign and to Canada by RCMP members past and present.

Staff, cadets, family, friends, dignitaries and RCMP members from across the country came together for this historic moment.

This presentation is significant as 2023 also marks the 150th anniversary of the RCMP.

The first RCMP Guidon was consecrated in 1935. It was retired in 1973, when Her Majesty Queen Elizabeth II, the then-Honorary Commissioner of the RCMP, presented the second Guidon in Regina, Saskatchewan on the occasion of the RCMP’s 100th anniversary. Following the coronation of King Charles III, a new Guidon was approved. It is unique as the RCMP is the only police force in the Commonwealth to have been presented with Colours by the Sovereign.

The Guidon fosters pride in the history and traditions of the RCMP and honours the service of all RCMP employees, whether or not in uniform. The Guidon bears the RCMP’s Corps Operational Honours recognizing the RCMP’s participation in wartime and peace support operations. The new Guidon also has Corps Operational Honours for the Second World War 1939-45 which recognizes the RCMP’s contribution to the war effort overseas and at home, and Afghanistan 2003-14, as well as the Canadian Provost Corps 1939-45, Honorary Distinction for recognizing the service of Number 1 Provost Company (RCMP).

Following the presentation, the RCMP’s second Guidon was laid up with the original Guidon in a multi-faith service at the RCMP Chapel. Although they may be preserved under glass, Colours that are honourably retired are left to decay and disintegrate until they cease to exist.

Takhini — Yukon RCMP seek information on identity of historical case: Does this person look familiar?

On July 13, 1984, the Yukon RCMP received a report of found human remains near the Takhini River, approximately 5km from Kusawa Lake. Analysis conducted by forensics anthropologists determined the remains to be from a Caucasian male, between 55-65 years old.

While the cause of death is unknown, it was estimated to have occurred between 1964 and 1974. Police suspect that the remains were submerged in Kusawa Lake or the Takhini River for a period of time prior to discovery. DNA had been extracted from the remains and uploaded to the National DNA Data Bank but, to this day, no match has been made.

Investigators spoke to residents in the area regarding local gravesites and missing persons but were unable to gather more information related to the man.

In 2023, a RCMP forensic artist drafted a potential image for the deceased. Do you recognize the person in this image? Do you have information about a possible missing person from 1964-74 in the Yukon?

Prudhomme — Saskatoon RCMP asks public to report sightings of Myles Has

On September 6, 2023 at approximately 10:30 p.m., Saskatoon RCMP received a report of a firearms discharge at a residence in Prudhomme, SK.

Officers immediately responded. Initial investigation determined an altercation occurred between two adult men. A firearm was discharged and one of the men was injured. He was taken to hospital with injuries described as non-life-threatening.

The other male left the scene in a vehicle.

As a result of further investigation, Saskatoon RCMP has charged 34-year-old Myles Has from Saskatoon with:

  • one count, attempted murder, Section 239(1), Criminal Code;
  • one count, discharge firearm, Section 244.1(a), Criminal Code;
  • one count, aggravated assault, Section 268, Criminal Code; and
  • one count, possession of firearm without a license, Section 91(1), Criminal Code.

A warrant has been issued for Myles Has’ arrest and Saskatoon RCMP are working to locate him.

Early on September 7, the vehicle he left the scene in was recovered, abandoned, near Wakaw, SK.

Myles Has is described as 5’10” and 250 lbs. He has brown hair and brown eyes.

White Butte — White Butte RCMP: two arrested after serious assault, robbery

On September 2, 2023 at approximately 10:40 a.m., White Butte RCMP received a report of a robbery at a rural property in Avonhurst, SK.

Investigation determined a male and a female approached the property and broke into a garage. They threatened an adult female with a firearm and assaulted her. The suspects then stole a vehicle, which they fled in.

The adult female victim was taken to hospital with injuries described as serious but non-life-threatening.

Officers from the White Butte, Lumsden, Fort Qu’Appelle and Southey detachments as well as Saskatchewan RCMP’s Police Dog Services began searching for the suspects.

Officers located the suspect vehicle on Highway #210 and attempted a traffic stop. The suspect vehicle did not stop and continued at a high rate of speed onto Highway #10. The suspects entered a field and officers were able to disable the vehicle and arrest the male and female occupants.

A separate vehicle, reported as stolen from Regina, was located abandoned near the location of the robbery. Officers located and seized numerous items believed to be stolen from these vehicles including a firearm, an air rifle, as well as banking and ID cards.

As a result of continued investigation, 22-year-old Taylor Asapace and 26-year-old Joseph Antoine are each charged with:

  • one count, use a firearm during an indictable offence, Section 85(1)(a), Criminal Code;
  • one count, carry a weapon for a dangerous purpose, Section 88, Criminal Code;
  • one count, aggravated assault, Section 268(1), Criminal Code;
  • one count, break, enter and commit, Section 348(1)(b), Criminal Code;
  • one count, theft of motor vehicle, Section 333.1(1), Criminal Code;
  • two counts, theft under $5,000, Section 334(b), Criminal Code;
  • one count, careless transport of a firearm, Section 86(1), Criminal Code;
  • one count, unlicensed possession of a firearm, Section 91(1), Criminal Code; and
  • one count, break, enter and theft under $5,000, Section 348(1)(b), Criminal Code.

Taylor Asapace was also arrested on a warrant from Regina Police Service.

Joseph Antoine is also charged with:

  • one count, point a firearm, Section 87, Criminal Code;
  • one count, possession of a firearm while prohibited, Section 117.01(1), Criminal Code;
  • one count, failure to stop for peace officer, Section 320.17, Criminal Code;
  • one count, dangerous operation of a conveyance, Section 320.13(1), Criminal Code; and
  • one count, operate a conveyance while prohibited, Section 320.18(1)(b), Criminal Code;

Taylor Asapace and Joseph Antoine both appeared in Regina Provincial Court on September 5, 2023.

Beauval —  Beauval RCMP asks public to report sightings of Cory Lafleur

On September 3, 2023 at approximately 2:30 a.m., Beauval RCMP received reports of a firearm discharge in Beauval.

Initial investigation determined that a firearm was discharged at an adult female, who was in a vehicle. The female did not report any physical injuries to police. The suspects fled in a black SUV.

Beauval RCMP began patrols to locate the SUV and suspects. Meadow Lake RCMP later located the black SUV at a residence on Flying Dust First Nation.

As a result of continued investigation, 23-year-old Cory Lafleur from Beauval is charged with offences including:

  • one count, uttering threats, Section 264.1(1), Criminal Code;
  • one count, discharge a firearm with intent, Section 244, Criminal Code;
  • one count, use a firearm without reasonable precaution for the safety of other persons, Section 86(1), Criminal Code;
  • one count, carry a weapon for a dangerous purpose, Section 88, Criminal Code; and
  • three counts, unlicensed possession of a firearm, Section 92(1), Criminal Code.

A warrant has been issued for Cory Lafleur’s arrest and Beauval RCMP is working to locate him.

Cory LaFleur is described as approximately 5’11” and 200 lbs. He has black hair and brown eyes.

Cory Lafleur may have travelled to Meadow Lake, Prince Albert or Saskatoon, but this can’t be confirmed.

Investigative Recap

August 29: At approximately 1:50 a.m., Maidstone RCMP received a report of a robbery. Investigation determined the victim was driving on Highway #16 near Bresaylor, SK. The victim approached a parked vehicle with its hazard lights on and a female flagged them down. The victim stopped their vehicle, and a male came from the ditch and pointed a firearm at them. The victim was able to escape and call police, and did not report any physical injuries to police.

Officers immediately responded. With the assistance of Saskatchewan RCMP Police Dog Services, a male and a female were arrested after a short search of the area. A small amount of methamphetamine was located during their arrest.

24-year-old Crystal Semaganis and 30-year-old Durrell Bearsears, both from Little Pine First Nation, are charged with:

  • one count, robbery, Section 344, Criminal Code;
  • one count, pointing a firearm, Section 87(2), Criminal Code;
  • one count, possession of methamphetamine, Section 4(1), Controlled Drugs and Substances Act.

Durrell Bearsears is also charged with one count, possession of a weapon for a dangerous purpose, Section 88(2), Criminal Code.

Both appeared in Lloydminster Provincial Court on September 1, 2023.

August 29: At approximately 4:00 p.m., Creighton RCMP received a report of a missing elderly male who had been picking berries on trails along Highway 106. Creighton RCMP officers arrived on scene when a distant yelling was heard and began searching the wooded area on foot. An unmanned aircraft was launched in efforts to assist officers and was able to successfully locate the individual – hovering above until the officers on the ground could make contact. Flin Flon RCMP officers attended with ATVs, bringing the individual back to safety at approximately 8:00 p.m. The male was evaluated by EMS on scene but was not taken to hospital. Creighton RCMP wants to thank those individuals with the Ministry of Highways and Saskatchewan Highway Patrol who assisted in ensuring the male was located and confirmed safe.

August 29 & 31: Saskatchewan RCMP’s Warrant Enforcement and Suppression Team (WEST) located and arrested two individuals who were unlawfully at large.

  • CSC issued an apprehension warrant for 29-year-old Bobby Hannah for failing to abide by the conditions of his release. WEST began working to locate him. On August 29, investigation determined Hannah was in a vehicle in Saskatoon. WEST officers conducted a traffic stop on College Drive and arrested Hannah without incident. He was returned to custody. Saskatoon Police Service assisted WEST at the scene.
  • CSC issued an apprehension warrant for 29-year-old Devin Wesaquate for failing to abide by the conditions of his release. WEST began working to locate him. On August 31, investigation determined Wesaquate was in a business in Saskatoon. WEST officers arrested him there without incident. He was returned to custody.

September 1: Statement from A/Commr. Rhonda Blackmore: One year later, the Saskatchewan RCMP continues to honour the lives lost and support surviving victims of the James Smith Cree Nation and Weldon tragedy

September 1: At approximately 1 p.m., Estevan RCMP received a report of a single vehicle rollover on Highway #18, just west of Outram, SK. Officers immediately responded. The driver and sole occupant of the vehicle, a fuel truck, was declared deceased by EMS at the scene. He has been identified as a 60-year-old male from Montmartre, SK. His family has been notified. Estevan RCMP continue to investigate with the assistance of a Saskatchewan RCMP collision reconstructionist.

September 2: At approximately 6 a.m., Buffalo Narrows RCMP executed a search warrant at a residence on Green Avenue in Buffalo Narrows, as part of an ongoing investigation. A search of the residence resulted in the seizure of approximately 29 grams of crack cocaine, a sum of cash and drug trafficking paraphernalia. A photo of the seized items is attached. Two occupants of the residence were arrested at the scene. Renee Aubichon, 49, and Colleen Kiezie, 42, both of Buffalo Narrows, are each charged with one count of trafficking cocaine, Section 5(1), Controlled Drugs and Substances Act and one count, possession of property obtained by crime less than or equal to $5,000, Section 354(1)(a), Criminal Code. Both Renee Aubichon and Colleen Kiezie are scheduled to appear in court in Buffalo Narrows on October 11, 2023.

September 2: At approximately 10 a.m., Battlefords RCMP received a report of an individual making threats on Sweetgrass First Nation. Officers immediately responded. Initial investigation determined an adult male, who was wanted for being unlawfully at large after breaching a temporary absence permit, had threatened an adult female. The adult female did not report physical injuries to police.

Investigation determined the adult male was at a residence on Sweetgrass First Nation. Officers approached the residence. The adult male threatened the officers, told them he was armed with a firearm and refused to exit the residence. With the assistance of Saskatchewan RCMP’s Critical Incident Response Team, the male was later arrested without incident.

31-year-old Jesse Pooyak from Sweetgrass First Nation is charged with one count, resist peace officer, Section 129(a), Criminal Code; one count, utter threats, Section 264.1(1)(a), Criminal Code; one count, being unlawfully at large, Section 145(1), Criminal Code. He appeared in North Battleford Provincial Count on September 5, 2023.

Stratford PE — Stratford walkers assaulted

September 6, 2023 Stratford – Stratford RCMP are investigating incidents where walkers were assaulted.

Yesterday at 12:15 p.m. a woman was walking on Kinlock Road in Stratford when she was approached by an unknown man who tried to hug her. She stepped away but he again tried to hug her, she left without injury.

On September 5, 2023 Stratford RCMP responded to a woman who was assaulted on Kinlock Road near the intersection of Stratford Road at approximately 12:15 p.m. The woman reported that as she was walking a man walking in the opposite direction came up to her a tried to hug her. She backed up but he continued to try and hug her. She left the area uninjured.

The man is described as being of smaller stature, in his sixties, of Asian descent, wearing a straw style beige hat, pants and a button up shirt.

Police have also received two additional complaints, similar in nature, concerning uninvited hugs from an unknown man while walking in Stratford.

Charlottetown — Police make four arrests on two drug files.

September 6 2023, Charlottetown – Police made four arrests in two incidents in the last seven days resulting in the seizure of several types of drugs, and a gun. These incidents took place in Kings and Prince Counties.

Prince District Joint Forces Operations Unit executed a search warrant at a residence in Summerside last Thursday. Police seized crack cocaine, hydromorphone, crystal methamphetamine and cash. A Prince County man and woman were arrested for possession for the purpose of trafficking drugs and will appear in court at a later date. The Prince District JFO Drug Unit is comprised of members of the Prince District RCMP, Summerside Police Services, and Kensington Police Services.

Kings District RCMP officers were engaged in a traffic stop last night in Saint Mary’s Road. As a result of this stop police arrested two Kings County men and seized cocaine, a long barrel firearm and cash. Both men are expected to appear in court at a later date to answer to drug and firearm related charges.

Meteghan — Meteghan RCMP appealing for information related to alleged historical sexual assaults

Meteghan RCMP is appealing to the public for information related to alleged historical sexual assaults at Université Sainte-Anne, and encouraging any survivors to contact them or their local police.

On September 5, 2023, the Meteghan RCMP became aware of information alleging more than 50 incidents of sexual assault occurred at Université Sainte-Anne between 2015 and 2019. This information was posted to a public website. The Meteghan RCMP has conducted a review of all sexual assault investigations between 2015 and 2023, and found reports of four sexual assaults occurring at Université Sainte-Anne, which were investigated.

The Meteghan RCMP wants any survivors to know that they can contact police and discuss an incident before making a decision to further participate in the investigation and court process. Victim services are available and survivors will be supported.

Bay Roberts — Bay Roberts RCMP investigates report of unknown motorist approaching child

Bay Roberts RCMP is investigating a report of an unknown motorist approaching a child last night on Pickett’s Road in Bay Roberts.

Shortly after 8:00 p.m. on Wednesday night, police received a report from a parent indicating that their child was approached while walking along the road by an unknown male who was possibly operating a large white van, similar in style to a Ford Econoline. The man asked the youth to get into the vehicle and attempted to coerce her with offers of ice cream.

The Caucasian man, who was the lone occupant of the van, is described as having dark eyes, a brown and white coloured beard, a large nose, round glasses and short dark hair that comes down over his forehead. He is possibly mid-40s to late 50s in age.

Patrols were conducted; the vehicle and driver were not located or identified.

The investigation is continuing.

Bay Roberts RCMP is asking residents of the area around Pickett’s Road in Bay Roberts to please review any surveillance footage they may have from the evening of September 6, 2023, specifically between the hours of 6:00 – 9:00 p.m.
