Stephenville — Bay St. George RCMP investigates fatal ATV crash on railbed in St. Georges

A man in his fifties is deceased after his all-terrain vehicle (ATV) crashed on the railbed in the community of St. George’s this morning; he was the lone occupant.

At approximately 8:15 a.m. today, Bay St. George RCMP received the report of the incident. Police, firefighters and local paramedics responded. The ATV departed the trail and went down over an embankment. The operator, who was wearing a helmet, lost control of the ATV while attempting to turn around on the trail. He died at the scene.

The Office of the Chief Medical Examiner is engaged and the investigation is continuing.

Baie Verte — Fishing vessel sinks off Fleur de Lys – one person rescued, two deceased recovered; search continues for missing individual

A commercial cod fishing vessel with four men on board went down in the waters off the coast of Fleur de Lys yesterday afternoon. One man was rescued, two men were recovered deceased and one man remains missing. The search for the missing man continues today.

At approximately 3:30 p.m. on Tuesday, RCMP received the report of the sunken vessel from the Canadian Coast Guard. The 23-foot vessel was approximately one hundred meters off the shoreline and approximately one mile away from the harbour in Fleur de Lys when it sunk. Local fishermen rescued one individual from the shoreline and recovered two others who were deceased. The survivor, who was assessed by local EMS at the scene, did not require further medical attention.

The Joint Rescue Coordination Centre was engaged yesterday. Resources from the Canadian Coast Guard and the Canadian Armed Forces were deployed and conducted a search of the area into the evening hours last night using a helicopter and multiple vessels. A number of local residents also assisted in last night’s search. The man was not located.

Today, searches on land, in the air and on the water are continuing with resources deployed from the Canadian Coast Guard, the Canadian Armed Forces and search and rescue teams from Deer Lake, Grand Falls-Windsor and Springdale. The RCMP Underwater Recovery team is engaged.

The investigation into the cause of the sunken vessel is continuing in partnership with Transport Canada and Workplace NL. The Office of the Chief Medical Examiner is engaged.

South Greenwood — Valley Integrated Street Crime Enforcement Unit charge three people with drug and firearms offences

The Valley Integrated Street Crime Enforcement Unit has charged three people drug trafficking and firearms related offences in South Greenwood.

On September 7, 2023, as part of an ongoing drug trafficking investigation, the Valley Integrated Street Crime Enforcement Unit, assisted by the Kings District RCMP General Investigation Section, Kings District RCMP and the Criminal Intelligence Service of Nova Scotia, executed a search warrant at a home on Hwy. 201 in South Greenwood. Officers located three people in the home and safely arrested all three. During the search, officers located and seized cocaine, morphine, methamphetamine, clonazepam, a shotgun, a rifle with an attached silencer, ammunition, scales, cash, cellular phones and illegal cigarettes.

Cullen MacDonald, 43, Sarah Keddy, 67, both of South Greenwood and, Amanda Weir, 35, of Aylesford, have been jointly charged with:

  • Possession of a Controlled Substance for the Purpose of Trafficking (4 counts);
  • Unauthorized Possession of a Firearm (2 counts);
  • Unauthorized Possession of a Device;
  • Possession of a Firearm Knowing its Possession is Unauthorized (2 counts);
  • Possession of a Device Knowing its Possession is Unauthorized;
  • Possession of a Firearm with Ammunition;
  • Unsafe Storage of a Firearm (2 counts);
  • Unsafe Storage of a Prohibited Device;
  • Possession of Property Obtained by Crime.

MacDonald is also charged with Possession of a Firearm/Device Contrary to Prohibition Order (3 counts). MacDonald has been remanded into custody and will appear in Kentville Provincial Court on October 4, 2023 at 9:30 a.m.

Keddy and Weir were both released on conditions and will appear in Kentville Provincial Court on November 15, 2023, at 9:30 a.m.

Tessier — Update: Rosetown RCMP on scene of serious collision on Highway #7

On September 11, 2023 at approximately 1:20 p.m., Rosetown RCMP received a report of a collision on Highway #7, just west of Tessier, SK.

Initial investigation determined a westbound semi and an eastbound SUV collided. The driver of the SUV was declared deceased by EMS at the scene. He has been identified as a 75-year-old male from Medicine Hat, AB. His family has been notified. The sole passenger of the SUV was taken to hospital with injuries described as serious in nature. The driver and sole occupant of the semi reported minor injuries.

Highway #7 was closed for initial investigation but has since re-opened. Rosetown RCMP continue to investigate with the assistance of a Saskatchewan RCMP collision reconstructionist.

Steam Mill — UPDATE: Man wanted on province-wide arrest warrant has been arrested

Kyle Gordon Joseph Buffett, 19, who was wanted out of Kings County on a province-wide arrest warrant has been arrested.

Buffett is being held in custody and scheduled to appear in Kentville Provincial Court on Wednesday

This international award recognizes recipients that demonstrate exemplary leadership and commitment in the field of policing.

Born and raised in Saskatchewan, S/Sgt. McLaren is a 19-year officer with the RCMP and currently serves as the Detachment Commander in La Loche, Saskatchewan. S/Sgt. McLaren’s extensive career has taken her all over Canada including British Columbia, the Yukon Territory and Saskatchewan. S/Sgt. McLaren has held roles including: Tactical Training Instructor, becoming the first female Tactical Police Trainer in Saskatchewan, Financial Crimes Investigator, Detachment Supervisor, Major Crimes Supervisor and now Detachment Commander.

S/Sgt. McLaren will be honoured at the 2023 IACP Annual Conference and Exposition in San Diego, California, on Tuesday, October 17 joining colleagues from other police services from throughout the world.

Since the beginning of 2023, Combined Traffic Services Saskatchewan (CTSS) has issued 6200 charges and 2006 warnings to drivers in Saskatchewan regarding driver’s license or vehicle registration violations.

These include:

  • 3755 charges and 1631 warnings for having an invalid vehicle registration;
  • 491 charges and 147 warnings for having an invalid trailer registration;
  • 650 charges for driving while disqualified, suspended, refused by SGI, or prohibited;
  • 929 charges and 135 warnings for driving with an invalid license;
  • 197 charges and 18 warnings issued to learner drivers unaccompanied by a qualified person; and
  • 178 charges and 75 warnings for failing to comply with license endorsement restrictions.

Saskatchewan RCMP reminds residents that license and registration regulations exist to ensure our roads are safe. If you don’t have a license or valid registration, don’t drive. If you do, always abide by any rules and restrictions.

September 6: Beauval RCMP asks public to report sightings of Cory Lafleur

September 7: At approximately 6 a.m., Nipawin RCMP received a report of suspicious persons on 5th Street West. Officers immediately responded. Investigation determined two or three unidentified males, one of whom was possibly armed with a firearm, had threatened two adult victims. The males then fled the area in a red van. The victims did not report physical injuries to police.

Nipawin RCMP continues to investigate. Investigators are asking people who were in 500 block of 5th Avenue West to call police if they saw anything suspicious in the area between 1 a.m. and 4 a.m. September 7. Additionally, investigators also ask anyone in the area to check cameras for any footage of a red van or any other suspicious activity in the same time frame.

September 7: White Butte RCMP: two arrested after serious assault, robbery

September 8: At approximately 8:35 a.m., Prince Albert RCMP received a report of a suspicious vehicle on the Wahpeton Dakota Nation. Investigation determined the vehicle was reported stolen from the Melfort area on September 7.

Officers located the vehicle parked outside of a residence. The lone male occupant of the vehicle was arrested without incident. Officers located a small amount of methamphetamine in the male’s possession during his arrest. They also located and seized a loaded firearm, which was beside the occupant in the vehicle.

As a result of subsequent investigation, 28-year-old Lonnie Eashappie from Prince Albert is charged with:

  • Possession of property obtained by crime over $5000, contrary to section 354(1)(a) of the Criminal Code;
  • Possession of break in instruments, contrary to section 351(1) of the Criminal Code;
  • Possessing a firearm while knowing it is unauthorized, section 86(2) of the Criminal Code;
  • Unsafe storage of a firearm, contrary to section 86(2) of the Criminal Code;
  • Tampering with a serial number, contrary to section 108 of the Criminal Code;
  • 6 counts of failing to comply with a firearms prohibition order, contrary to section 117.01(1) Criminal Code; and
  • Possession of methamphetamine, contrary to section 4(1) of the Controlled Drugs and Substances Act

Lonnie Eashappie is scheduled to appear in Prince Albert Provincial Court on September 11, 2023.

September 8: The North Battleford Gang Task Force executed a search warrant with the assistance of Saskatchewan RCMP’s Critical Incident Response Team in the 200 block of 21 Street West in Battleford, SK. The search was the result of an investigation into drug trafficking and firearms possession at the suspect residence. Officers searched the residence and located and seized approximately 28 grams of suspected cocaine, cash as well as an illegally-possessed firearm. Thee adult males were arrested at the residence.

29-year-old Dalton Paddy of North Battleford has been charged with:

  • Possession of cocaine for the purpose of trafficking, Section 5(2), Controlled Drugs and Substances Act;
  • Possession of a firearm contrary to an order, Section 117.01, Criminal Code;
  • Careless storage of a firearm, Section 86, Criminal Code;
  • Possession of a firearm while knowingly unauthorized, Section 92, Criminal Code; and
  • Possession of property obtained by crime, Section 354, Criminal Code.

39-year-old Kelly Musqua of North Battleford has been charged with:

  • Possession of cocaine for the purpose of trafficking, Section 5(2), Controlled Drugs and Substances Act;
  • Careless storage of a firearm, Section 86, Criminal Code;
  • Possession of a firearm while unauthorized, Section 91, Criminal Code; and
  • Possession of property obtained by crime, Section 354, Criminal Code.

40-year-old Nelson Lewis of North Battleford has been charged with:

  • Possession of cocaine for the purpose of trafficking, Section 5(2), Controlled Drugs and Substances Act;
  • Possession of a firearm contrary to an order, Section 117.01, Criminal Code;
  • Careless storage of a firearm, Section 86, Criminal Code;
  • Possession of a firearm while unauthorized, Section 92, Criminal Code;
  • Possession of property obtained by crime, Section 354, Criminal Code;
  • Two counts of failing to comply with a probation order, Section 733.1, Criminal Code; and
  • Four counts of operation of a motor vehicle while prohibited, Section 320.018, Criminal Code.

They are scheduled to appear in North Battleford Provincial Court on September 11, 2023.

September 8: At approximately 1:45 p.m., Wadena RCMP received a report of a collision on Highway #5, west of Kuroki, SK. Officers immediately responded. Investigation determined a car and a semi collided. The driver and sole occupant of the car, an 83-year-old male from Margo, SK, was declared deceased by EMS at the scene. His family has been notified. The semi driver did not report physical injuries to police. Wadena RCMP continue to investigate with the assistance of a Saskatchewan RCMP collision reconstructionist.

Moncton — Have you seen this man wanted on a warrant?

The Codiac Regional RCMP is asking for the public’s help to locate a man wanted on a warrant of arrest in Moncton, N.B.

On August 31, 2023, a man entered a financial institution on Mountain Road, in Moncton, and demanded money from the teller and threatened that he had a weapon. The man then fled the scene with an undisclosed amount of money.

On September 8, a warrant of arrest was issued for 45-year-old Pipogoes Augustine in connection with the robbery. He is described as being approximately six feet (183 centimetres) tall, and weighing approximately 220 pounds (100 kilograms), with short black hair.

If you see Pipogoes Augustine, please do not approach him, and call 911 immediately.

Debert — Colchester County District RCMP seeking public assistance in theft of military medals

Colchester County District RCMP is seeking public assistance in an investigation relating to a theft of military medals.

On September 1, 2023, Colchester County District RCMP received a report of a tote having been stolen during an air show in Debert. RCMP officers learned that the tote had been filled with military medals and had been stolen sometime on August 27. There were approximately 90 medals in total and they were mounted in seven different display frames.

Harbour Grace, Stephenville and Port aux Basques, Newfoundland and Labrador — RCMP NL continues impaired driving enforcement with multiple drivers arrested

Multiple drivers were arrested by RCMP NL this past weekend for impaired driving offences.

Shortly before 9:00 p.m. on Friday evening, September 8, 2023, Harbour Grace RCMP conducted a traffic stop on Columbus Drive in Carbonear. The driver, a 39-year-old man, showed signs of alcohol impairment, failed a roadside breath test and was arrested for impaired driving. At the detachment, he provided further breath samples that were nearly two and a half times the legal limit.

Approximately a half an hour later, 9:30 p.m. on September 8, 2023, Bonavista RCMP conducted a traffic stop in Bonavista. The 74-year old driver showed signs of alcohol impairment and refused to provide a roadside breath sample. He was arrested for refusing to provide a breath sample.

Shortly after 4:00 p.m. on Saturday, September 9, 2023, Bay St. George RCMP received a report of a residential disturbance involving a suspected impaired driver. Officers attended a residence in West Bay where a 50-year-old man was arrested for impaired driving and other offences. At the detachment, the man provided breath samples that were nearly one and a half times the legal limit.

At approximately 6:00 p.m. on Sunday, September 10, 2023, Channel-Port aux Basques RCMP received a report of a suspected impaired driver who had departed the Marine Atlantic Ferry terminal. The described vehicle was located on the Trans-Canada Highway in the Wreckhouse area. The driver, a 52-year-old man from Nova Scotia, who showed signs of alcohol impairment, was arrested. At the detachment, he provided breath samples that were more than three and a half times the legal limit.

Later that evening, shortly before 8:30 p.m., Bonavista RCMP received a report of a collision involving an all-terrain vehicle (ATV) and a car that occurred on Route 235 near Bonavista. The driver of the car, a 67-year-old man, showed signs of alcohol impairment. He failed a roadside breath test and was arrested for impaired driving. At the detachment, he provided further breath samples that were above the legal limit. This investigation is continuing.

All five drivers were released from custody and are set to attend court at later dates to answer to impaired driving charges. Each driver received a licence suspension and a vehicle impoundment.

RCMP NL continues to fulfill its mandate to protect public safety, enforce the law, and ensure the delivery of priority policing services in Newfoundland and Labrador.

Winnipeg — Manitoba RCMP lay First Degree Murder charges

Manitoba RCMP Major Crime Services investigators have laid charges in the homicide of James Vernon Giesbrecht.

Giesbrecht’s remains were located the same day he was murdered – October 13, 2022. On the outskirts of the City of Brandon, in the RM of Corwallis, unidentifiable human remains were discovered in the trunk of a burned 2007 Honda Accord. RCMP investigators worked with a Forensic Anthropologist and the Office of the Chief Medical Examiner to identify the remains and a determine a cause of death. Giesbrecht did not die as a result of the fire.

In December 2022, Giesbrecht was reported missing.

In January of 2023, Giesbrecht was identified as the victim through the use of the National Forensics Lab, and RCMP also knew at that point that Giesbrecht’s death was a homicide.

Investigators determined the Accord was stolen out of Regina and were able to identify the person responsible for stealing the vehicle, who was not involved in any way in the homicide. It was learned possession of the stolen vehicle changed to one of the suspects.

With the information investigators had, the RCMP put out several pleas to the public for assistance. Valuable information was received from the public, and RCMP criminal analysts worked diligently to find linkages to the suspects.

Working with the invaluable assistance of the Brandon Police Service, on September 11, 2023, three males were arrested for Giesbrecht’s murder.

Redstone Wombdiska, 28, was arrested at Headingely Correctional Centre and charged with First Degree Murder.

Joseph Lindsay, 36, was arrested at Stony Mountain Institution and charged with First Degree Murder.

Christopher Cutlip, 40, was arrested at the Brandon Correctional Centre and charged with Second Degree Murder.

No further individuals are being sought in relation to this homicide.

“From a policing perspective, this is a strong result – First Degree Murder charges are very serious and carry a heavy burden of proof,” said Superintendent Rob Lasson, Officer in Charge of RCMP Manitoba Major Crime Services. “We couldn’t have got here without the assistance of the Brandon Police Service and the public. The investigation would not have been solved without the public’s assistance because they got involved: they offered tips, provided statements. Also, our investigators never wavered in their dedication to tracking down those who committed a brutal and planned murder, and I thank them.”

The three accused remain in custody.
