Clarenville — Clarenville RCMP responds to report of suspected impaired driving, one man arrested

Clarenville RCMP responded to a report of a suspected impaired driver on December 26th and arrested one man.

Around 6:45 p.m., Clarenville RCMP received an anonymous complaint of a possible impaired driver. Officers were able to locate the suspected vehicle and found open liquor inside the vehicle.

The suspected driver failed to provide an adequate breath sample and was arrested for refusal. His driver’s licence was suspended and his vehicle was impounded.

RCMP NL thanks the public for continuing to report incidents of erratic or suspected impaired driving. Road safety is everyone’s responsibility.

Inuvik — Inuvik RCMP respond to suspected arson

Shortly after 1:00 a.m. on November 25th, Inuvik RCMP received a report of a building on fire on Inuit Road in Inuvik. Officers attended the location. Inuvik fire department was already on scene. No injuries were reported.

Initial findings showed that the fire had been set deliberately. Further investigation is underway. This building was previously the target of an unsuccessful arson attempt on November 20th.

Additionally, residents living in the area of Inuit Road with security cameras that may have captured the incident are encouraged to check their footage between the hours of 12:00 a.m. and 1:00 a.m. on November 25th and contact police if suspicious activity was observed.

Police are also seeking footage from any cameras on Inuit Road between November 16th and November 25th that may show a blue hatchback SUV lingering in the area, as a vehicle of that description is believed to be involved.

Tuktoyaktuk — Tuktoyaktuk RCMP seek public assistance identifying break and enter suspect

On November 23rd, Tuktoyaktuk RCMP received a report of a break and enter into the community’s Northern Store, which happened during the early morning hours. Electronics and cigarettes were stolen from the business, after which the suspect then stole a snowmobile and fled.

Video surveillance was obtained showing a lone masked suspect.

Yellowknife — Yellowknife RCMP respond to report of drive-by shooting

On November 24th, 2024, Yellowknife RCMP received a report of a drive-by shooting near Walmart. A victim had reportedly been driving their own vehicle while being followed by another vehicle that pulled up alongside them. A masked individual pointed a gun at the victim’s vehicle after which a thud was heard, leading the victim to believe they had been shot at.

Officers of the Yellowknife detachment subsequently located the suspect vehicle and conducted a high-risk traffic stop with it at the Capital Suites parking lot. Three individuals were safely taken into custody.

A subsequent search of the suspect vehicle led to the seizure of approximately $20,000 cash believed to be the proceeds of crime, 2 grams of suspected crack-cocaine, other drug paraphernalia, ski-masks and several edged weapons.

It was later determined that the victim’s vehicle had not been struck by gunfire and an imitation firearm may have been used in the offence.

21-year-old Nicholas Apsimik, 20-year-old Tyrone Field and a 16-year-old male have all been charged with:

· Disguised with intent to commit an offence, contrary to section 351(2) of the Criminal code

· Pointing a firearm, contrary to section 87(1) of the Criminal code

· Laundering the proceeds of crime, contrary to section 462.31(2) of the Criminal Code

· Possession of a controlled substance for the purpose of trafficking (cocaine) contrary to section 5(2) of the Controlled Drugs and Substances Act.

The 16-year-old suspect cannot be named due to the provisions of the Youth Criminal Justice Act. All three individuals appeared before a Justice of the Peace and were remanded into custody.

Aklavik — Aklavik RCMP obtain winter clothing for youth in need

In December of 2023, Cst. Jason Emmons with the Aklavik RCMP Detachment found that many youths in the community of Aklavik did not have adequate winter clothing for the cold weather. Cst. Emmons and his wife, Larissa Emmons, reached out to Columbia Sportswear to procure winter clothing for children in the community.

With the assistance of Toys for Tots Canada, Columbia Sportswear were able to donate 92 winter jackets for youth between the ages of 0 to 12 years old. Due to transportation issues, the clothing was not sent during the winter season. In April of 2024, RCMP National Headquarters in Ottawa were able to facilitate transporting the clothing from London, Ontario all the way to Aklavik in the Northwest Territories.

On October 7, 2024 Cst. Emmons, Larissa Emmons and Sgt. Michel Mignon attended the Moose Kerr School in Aklavik and handed out the new winter jackets. With the delay in delivery, new youths moved to Aklavik and some youths outgrew the size originally provided and as such were unable to receive their jackets. Cst. Emmons and Larissa worked on getting the new sizes which were recently received and distributed. In total, 120 jackets were given out.

Hay River — Hay River RCMP seize drugs, handgun and cash after executing search warrant

On November 21st, 2024, Hay River RCMP entered into a firearm investigation after a person posted a picture of a firearm on social media and alluded to drug trafficking occurring at an apartment building on Woodland Drive in Hay River.

Officers identified the apartment in question and obtained a search warrant. On November 22nd, the warrant was executed.

Five individuals were located inside the apartment and arrested. Approximately 17 grams of suspected crack-cocaine and 14 grams of suspected fentanyl, along with a handgun and ammunition were seized. Over $3000 in cash was also located and seized.

Four of the individuals were later released without charge. The fifth individual, 39-year-old Savy You of Toronto Ontario, was charged with:

· Possession of a controlled substance for the purpose of trafficking (cocaine), contrary to section 5(2) of the Controlled Drugs and Substances Act

· Possession of a controlled substance for the purpose of trafficking (Fentanyl), contrary to section 5(2) of the Controlled Drugs and Substances Act

· Unauthorized possession of a restricted weapon, contrary to section 91(2) of the Criminal Code

· Possession of a weapon obtained by crime, contrary to section 96(1) of the Criminal Code

· Possession of a restricted firearm with ammunition, contrary to section 95(1) of the Criminal Code

· Possession of a firearm at an unauthorized place, contrary to section 93(1) of the Criminal Code

· Possession of a firearm with a tampered serial number, contrary to section 108(1)(b) of the Criminal Code

· Possession of a restricted weapon knowing its possession is unauthorized, contrary to section 92(2) of the Criminal Code

· Possession of property obtained by crime under $5000, contrary to section 354(1)(a) of the Criminal Code

· Failure to comply with release order conditions (3 counts), contrary to section 145(5)(a) of the Criminal Code

· Failure to attend court, contrary to section 145(2)(a) of the Criminal Code

This is the third time Savy You has been arrested in 2024 for drug trafficking in the Northwest Territories. He had previously failed to attend court and was subject to a warrant for his arrest. He was also subject to court ordered conditions to reside at a residence in Toronto.

You appeared before a Justice of the Peace and was remanded into custody.

This investigation remains ongoing with support from the Territorial Crime Reduction Unit, Forensic Identification Unit and National Weapons Enforcement Support Team.

Yellowknife — RCMP announces use of body-worn cameras by police officers in the Northwest Territories

As part of the RCMP’s ongoing efforts to be transparent and accountable to the communities we serve, RCMP officers in Northwest Territories will start using body-worn cameras.

The use of these cameras will be complemented by a digital evidence management system that will be used to store and manage body-worn video.

Starting on November 22nd, 2024, body-worn cameras will be worn by RCMP officers working in the Yellowknife detachment. Officers will be trained in groups. Because of this, the public can expect to see some officers with cameras and some without until all have the opportunity to attend the required training. The body-worn camera rollout in Yellowknife is expected to be completed in early December.

Other detachments in the Northwest Territories will have body-worn cameras and the digital evidence management system rolled out to them in a phased approach over the next 6-8 months.

Body-worn cameras can help increase trust between police and the communities they serve because the video evidence collected will provide an independent, unbiased, and objective way to capture interactions between the community and police officers. It will also help resolve public complaints more quickly, and improve evidence gathering.

RCMP officers will usually be wearing their body-worn cameras on their chest. The public will know it’s recording when a red light is visible and flashing below the lens of the camera. A green light will be visible when the camera is not recording.

Front-line police officers will be carrying cards with information on body-worn cameras. The same information will be available on posters placed in public areas throughout NWT communities. These materials have been produced in the 11 official languages of the Northwest Territories.

Behchoko — Behchokǫ̀ RCMP Seize $30,000, Drugs and Loaded Gun After Traffic Stop

Shortly after midnight on November 12th, 2024, officers of the Behchokǫ̀ RCMP conducted a traffic stop with a vehicle on Highway #3 outside Edzo. Contraband tobacco was observed in the vehicle and all occupants were subsequently placed under arrest.

A search of the vehicle turned up a loaded handgun, approximately 25 grams of suspected crack-cocaine and $30,000 in cash.

As a result, 35-year-old John Antoine and 26-year-old Jessica Sabourin, both of Hay River and a 16-year-old youth from Toronto have been charged with:

  • Possession of a schedule I substance for the purpose of trafficking, contrary to section 5(2) of the Controlled Drugs and Substances Act

· Possession of property obtained by crime, contrary to section 354(1)(a) of the Criminal Code

· Possession of a restricted firearm (loaded), contrary to section 95(1) of the Criminal Code

· Possession of a restricted firearm in a vehicle, contrary to section 94(1) of the Criminal Code

· Unauthorized possession of a prohibited device, contrary to section 92(2) of the Criminal Code

· Unauthorized possession of a restricted firearm, contrary to section 92(1) of the Criminal Code

· Possession of a restricted firearm without a licence, contrary to section 91(1) of the Criminal Code

  • Possession of weapon and prohibited device (handgun and magazine) contrary to section 88(1) of the Criminal Code

Sabourin and Antoine appeared before a Justice of the Peace and were subsequently remanded into custody to appear later on November 13th, 2024. The Toronto youth also appeared before a Justice of the Peace and was released from custody with a condition to leave the Northwest Territories.

John Antoine appeared in a previous NT RCMP press release issued on March 21st, 2024, having been charged after the execution of a search warrant in Hay River where Fentanyl and Crack Cocaine were found at a residence.

Yellowknife — Yellowknife RCMP Arrest Suspect Fleeing Traffic Stop

On November 9th, 2024, Yellowknife RCMP attempted to stop a vehicle for a document check in downtown Yellowknife. The vehicle immediately fled from police, who did not pursue given the public safety risk. The vehicle was located in the Chateau Nova parking lot where it began circling and ignoring police attempts to stop it once again.

Given the dynamic and unpredictable nature of the situation, responding officers requested all hotel guests shelter inside the building until the incident concluded.

The vehicle fled from police onto a nearby walking trail. Shortly after this, the driver exited the vehicle and continued to flee from police on foot, breaking into a nearby residence in the process.

Officers pursued the suspect into the residence and arrested him. The occupants of the residence took shelter from the subject and were not injured.

As a result of the investigation, 40-year-old Daniel Lennie of Fort Good Hope has been charged with:

  • Flight from police, contrary to section 320.17 of the Criminal Code

· Operation of a vehicle while prohibited, contrary to section 320.18 of the Criminal Code

· Breaking, entering and committing an indictable offence, contrary to section 348(1)(b) of the Criminal Code

· Resisting a peace officer, contrary to section 129(a) of the Criminal Code

  • Fail to comply with release order conditions, contrary to section 145(5)(a) of the Criminal code

At the time of his arrest, Lennie was subject to house arrest conditions, having been previously released on bail. He was also subject to a driving prohibition.

Lennie appeared before a Justice of the Peace and was remanded into custody.

Bas-Caraquet  — RCMP seeking public’s help following armed robbery

The Caraquet RCMP is asking for the public’s help following an armed robbery in Bas-Caraquet, N.B.

On December 28, 2024, at approximately 5:08 p.m., an individual entered a business on St-Paul Street, in Bas-Caraquet, and demanded money from the cashier. The individual then fled the scene in a dark SUV, with an undisclosed amount of money. No one was injured during the incident.

The individual is described as a man, with a medium build and medium height. At the time of the theft, he was wearing a mask, sunglasses, and was armed with a baseball bat. A photo of the individual or the vehicle used is not available at this time.
