FBI Dallas Special Agent in Charge R. Joseph Rothrock announced today that fugitive Cesar Pascual Orozco has been extradited from Mexico to the United States, where he was turned over to the Garland Police Department and placed into custody at the Dallas County Jail. Orozco was wanted in Dallas County where he now faces a murder charge for the 2009 shooting death of then-26-year-old Joe Castillo in Garland, Texas.
Orozco had been at a Garland residence related to visitation with his child on March 14, 2009. A short time after leaving, he returned and spoke to Castillo outside the residence. He then fired multiple rounds at Castillo, after which he got into his vehicle and fled. Orozco was later indicted by a Dallas County Grand Jury for intentionally causing the death of Joe Castillo with a firearm. During the investigation, the Garland Police Department determined that Orozco had fled to Mexico after the shooting.

Joseph Rothrock. “Thanks to the tireless efforts of the Garland Police Department and the FBI, Cesar Orozco will finally face justice for the senseless murder of Joe Castillo.”
SAC Rothrock would like to thank the Fiscalía General de la República (FGR), the Secretaría de Relaciones Exteriores (SRE), Interpol Mexico, the U.S. Department of State, the FBI Law Enforcement Attaché in Mexico City, the FBI International Operations Division, and the FBI Criminal Investigative Division for their assistance in coordinating the extradition of Orozco back to the United States. The Justice Department’s Office of International Affairs provided valuable assistance in securing the arrest and extradition from Mexico of Orozco.
The fugitive investigation was conducted by FBI Dallas. The murder investigation is being led by the Garland Police Department and Dallas County District Attorney’s Office.
