Philadelphia Fugitives Returned from Haiti

Two fugitives wanted for murder in Philadelphia were returned from Haiti to Philadelphia on November 7, 2024, announced Wayne A. Jacobs, Special Agent in Charge of FBI Philadelphia.

Christopher Sanders, 31, and Max Elmine, 29, were wanted by the Philadelphia Police Department for their alleged role in a homicide from September 2018.

Shortly after the homicide it was determined both men fled the country and were in Haiti.

In October 2019, arrest warrants were obtained in the Commonwealth of Pennsylvania charging both Sanders and Elmine with murder and conspiracy. In 2019, the case was referred to the FBI Philadelphia Violent Crimes Task Force (VCTF) for assistance.

On October 1, 2024, a federal warrant charging unlawful flight to avoid prosecution (UFAP) was filed in U.S. District Court in the Eastern District of Pennsylvania. On October 26, 2024, the Haitian National Police located and arrested Elmine and Sanders in the area of Les Cayes, Haiti.

“Let this serve as a clear message to fugitives who believe they can escape justice in the United States: the FBI and our partners, both domestically and internationally, are unwavering in our pursuit of accountability,” said Wayne A. Jacobs, Special Agent in Charge of FBI Philadelphia. “We extend our gratitude to our local partners here in Philadelphia and our international partners in Haiti for their steadfast collaboration on this case.”

FBI Philadelphia extends gratitude to the various partners who were instrumental in the successful arrests and return: The Philadelphia Police Department, the Philadelphia District Attorney’s Office, the United States Attorney’s Office for the Eastern District of Pennsylvania, the FBI’s Assistant Legal Attaché assigned to the United States Embassy in Port-au-Prince, the Director General of Haiti’s National Police and the Central Directorate of the Judicial Police (DCPJ) in Haiti.

The FBI continues to work with local law enforcement as well as counterparts in other countries to apprehend violent criminals charged with state crimes who then flee the jurisdiction.
