Investigative Recap
October 3: Saskatchewan RCMP’s La Ronge and Meadow Lake Crime Reduction Teams were conducting proactive patrols on Ahtahkakoop Cree Nation. Officers observed a vehicle driving in an erratic manner and conducted a traffic stop on Highway #790. Officers determined the adult male driver was showing signs of impairment and he was arrested. Investigation determined he was also in breach of court-ordered conditions. During subsequent investigation, officers located and seized approximately 44 grams of cocaine, a sum of cash and trafficking paraphernalia in a hidden compartment in the vehicle. As a result, 34-year-old Rory Mass from Saskatoon is charged with:
- one count, possession for the purpose of trafficking, Section 5(2), Controlled Drugs and Substances Act;
- one count, possession of property obtained by the commission of an offence, Section 354(1)(a), Criminal Code;
- one count, operate a conveyance while impaired by drug, Section 320.14(1)(a), Criminal Code;
- one count, refuse to comply with a demand for a blood sample for analysis, Section 320.15(1), Criminal Code; and
- two counts, fail to comply with release order condition, Section 145(5)(a), Criminal Code.
Rory Mass appeared in Prince Albert Provincial Court on October 6, 2023.

October 5: RCMP GIS seeks to identify further victims in ongoing investigation
October 5: 244 grams of suspected methamphetamine, firearms seized after traffic stop
October 6: Saskatchewan RCMP’s Yorkton Saskatchewan Trafficking Response Team executed a search warrant in Springside, SK as part of an ongoing trafficking investigation. Officers located and seized approximately 198 grams of suspected cocaine, approximately 240 grams of suspected methamphetamine, approximately 40 pharmaceutical-style pills, trafficking paraphrenia, brass knuckles and a stun gun. An adult male was arrested at the scene. 44-year-old James Lloyd from Yorkton is charged with three counts of possession for the purpose of trafficking, Section 5(2), Controlled Drugs and Substances Act and two counts of possession of a weapon for a dangerous purpose, Section 88(2), Criminal Code. He is scheduled to appear in Yorkton Provincial Court on October 10, 2023. Saskatchewan RCMP’s Yorkton Municipal General Investigation Section and Yorkton detachment assisted in this investigation.
October 6: At approximately 22:15 p.m., Warman RCMP received a report of a wildlife collision on Highway #16, west of the Borden Bridge. Investigation determined a vehicle struck a moose. The adult male driver was declared deceased by EMS at the scene. He has been identified as a 25-year-old male from Edmonton. His family has been notified. The adult female passenger was taken to hospital with injuries described as non-life-threatening. Traffic on Highway #16 was restricted during emergency response to this incident.
October 6: Saskatchewan RCMP committed to maintaining public safety in Richmound
October 7: At approximately 6:30 p.m., White Butte RCMP received a report of a collision on Highway #48 near Davin, SK. Investigation determined a truck and a car collided. The drivers of both vehicles were declared deceased by EMS at the scene. The driver of the truck has been identified as a 47-year-old male from Arkansas, USA. The driver of the car has been identified as a 22-year-old female from Kipling, SK. Their families have been notified. The adult male passenger of the car was taken to hospital with injuries described as serious. Highway #48 was blocked during the initial investigation and response to this collision. White Butte RCMP continues to investigate with the assistance of a Saskatchewan RCMP collision reconstructionist.
October 7: Craik RCMP set up a traffic check stop on Highway #11 at Chamberlain to promote road safety during the long weekend. Officers stopped 1350 vehicles during the check stop, which ran from noon to 4 p.m.
Officers completed 23 impaired driving tests; 14 of the drivers tested positive for cannabis use and were issued roadside suspensions. Two suspended drivers were stopped and ticketed after trying to avoid the check stop. Their vehicles were all towed.
Officers issued seven tickets for infractions like speeding and using a phone while driving, and gave out 21 warnings.

Saskatchewan RCMP participated in Operation Impact from October 6 to 9. This national public awareness campaign, held each Thanksgiving weekend, focuses on eliminating behaviours that put drivers, passengers and other road users at risk: impaired driving due to alcohol, drugs or fatigue, as well as aggressive driving, distracted driving, and driving without a seat belt. We’re currently compiling results, which will be provided once available.
October 8: Pinehouse RCMP investigate escape lawful custody from Besnard Correctional Centre
October 9: at approximately 4:30 p.m., Maidstone and Cut Knife RCMP responded to a single vehicle rollover on Highway #675, north of Neilburg, SK. The adult male driver and sole occupant of the vehicle was declared deceased at the scene. He has been identified as a 55-year-old male from the Lloydminster area. His family has been notified. Cut Knife RCMP continues to investigation with the assistance of a Saskatchewan RCMP collision reconstructionist and the Saskatchewan Coroners Service.
